- ** Modification to update the Solicitation # from N64498-18-R-4004 to N64498-18-R-4024. Additionally, the requirement has been revised to procure an Advanced Weapons Elevator (AWE) Land-Based Unit (LBU) from FEC in place of the AWE Lead Unit (LU). The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to, Federal Equipment Company (FEC), Cincinnati, OH to procure an Original Equipment Manufacturer (OEM) Advanced Weapons Elevator (AWE) Lead Unit assembly, installation services, and technical support. The Government intends to make an award prior to the 3 rd quarter of fiscal year 2018. The contractor shall provide engineering services, an AWE lead unit, installation services, hardware items, software items, and associated technical information, logistics data, and technical support in support of the AWE systems currently being installed aboard the USS Gerald R. Ford (CVN-78) ship class. FEC will also provide hardware, software equipment, logistics support for all corresponding components, including control system and support software, specialized support and test equipment in association with the Lead Unit. Under the resultant contract, FEC will provide installation services to integrate the AWE Lead Unit into the NSWCPD Land Based AWE test site, and provide technical support to troubleshoot and repair AWE malfunctions as well as provide support for upgrades to reflect shipboard configurations. Pursuant to 10 U.S.C 2304(c)(1), FEC is the only responsible source capable of fulfilling the Navy's requirements for the specified effort. The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
