Description
Type II Interactive Electronic Technical Manuals (IETMs) Sustainment THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the United States Air Force to identify potential sustainment support sources and to determine if this effort can be competitive or a Small Business Set-Aside. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The government does not intend to award a contract on the basis of this market research. No funds are available to fund the information solicited. The Air Force Life Cycle Management Center's Propulsion Directorate (AFLCMC/LP) anticipates issuing a solicitation for the Acquisition of Sustainment Program Integration Trulogic Inc. in FY18, to provide for preparation and sustainment of USAF format Technical Orders to support the USAF engine models F101-GE-102, F110-GE-100, F110-GE-129, & F118-GE-100 Type II Interactive Electronic Technical Manuals (IETMs) intermediate and depot level technical procedures and equipment. Depot-level maintenance is defined as any scheduled or non-scheduled action performed on materiel in the conduct of inspection, repair, overhaul, or the modification or rebuild of end-items, assemblies, subassemblies and parts (10 USC 2460). Depot level maintenance is also known as Maintenance, Repair and Overhaul (MRO). Additionally, Fleet Maintenance support includes all activities associated with establishing and managing an Inventory Control Point. Procuring/acquiring Line Replaceable Units ( LRU) spares and repairs; researching, analyzing, and resolving items impacted by Diminishing Manufacturing Sources and Material Shortages; developing, updating and distributing Technical and Engineering Data changes and updates; and, performing engineering/sustainment support as necessary. The contractor will provide support to include, but not limited to: 1. Provide standardized digital Technical Orders (T.O.) for aircraft engines in an Interactive Electronic Technical Manual (IETM) format that is Federal Desktop Core Configuration (FDCC) compatible, accurate, and compliant in accordance with TO 00-5-1 "Air Force Technical Order System" and TO 00-5-3 "Air Force Technical Order Life Cycle Management" publications in a timely manner to the warfighter. 2. Delivery of REPORTS A. Converted IETMS Support Equipment Table B. Converted IETMS Consumable Table C. Artwork report that includes art numbers and locations of use. As needed/requested by TMS 3. Provide update to Graphic Navigation Interface via new photographs for each TMS. Not firm fixed price 4. Provide implementation of New Calculation Sheets (New Creations). 5. Modernize and implement existing Engine Automated Work Package (EAWP) forms. Implement EAWP with current versions of DataAggregator. One-time effort applies to FLL0-GE-100 and F110-GE-129 only. 6. Sustainment of Engine Automated Work Package (EAWP) for F110-GE-100 and F110-GE-129. At this time, the Government is unable to provide an unlimited data package to any third party. The current source is Trulogic, Inc., CAGE code 1J7H7, 1430 Beavercreek, Ohio 45430-1000. If the contractor cannot provide the required support without additional technical documentation, the contractor shall identify a rough order of magnitude (ROM) cost and time to support IETMs services identified above. For the purposes of the ROM, respondents should advise of any proprietary markings. The ROM shall not exceed nine 8.5" X 11" pages with top, bottom and side margins of 1 inch. Font Type will be Arial and Font Size will be no smaller than 11.
