- Rail Safety Innovations Deserving Exploratory Analysis (Rail Safety IDEA) Rail Safety Innovations Deserving Exploratory Analysis (Rail Safety IDEA) Synopses (Sole Source Intent Notice) The Federal Railroad Administration (FRA), Washington, DC, intends to award a Sole Source, Firm-Fixed Price (FFP) Contract to The Transportation Research Board (TRB) of the National Academies of Sciences (NAS) to continue to carry out the Rail Safety IDEA Program (formerly the Safety IDEA Program). FRA funding for the Safety IDEA program has been provided since October 2002. FRA joined the Federal Motor Carrier Safety Administration (FMCSA) in 2002 as a joint sponsor of the Safety IDEA program. FMCSA funding for the Rail Safety IDEA program expired in January 2012. Funding for this agreement was then made available through the Department of Defense, Military Construction and Veterans, and Full Year Continuing Appropriations Act, 2013 P.L. 113-6. TRB is the only entity with the capability of carrying out this program because it is an independent non-profit entity that has no affiliation with railroad providers, manufacturers, or suppliers. It also has no affiliation with the universities and small companies (usual candidates for winning IDEA projects). This makes TRB a unique organization for being fully independent, with no bias on behalf of any organization. Additionally, there is no other organization in the United States that has the breadth of experience required to fully understand the wide variety of proposals that are to be submitted under this program. The proposed contract action, for which the Government intends to solicit to is only one source under authority of FAR 6.302, to continue Innovations Deserving Exploratory Analysis (IDEA) programs exploring promising, but unproven concepts with the potential to advance specific surface transportation systems. This synopsis is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Respondents must provide a capability statement for "Rail Safety Innovations Deserving Exploratory Analysis (Rail Safety IDEA)". Oral communications are not acceptable in response to this synopsis. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the FRA point of contact, Ms. Moyah Wilson, (moyah.wilson@dot.gov) no later than 1:00 p.m. EST Tuesday, April 10, 2018. Such capabilities/qualifications will be evaluated solely for determining whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
