- This announcement constitutes a Sources Sought Notice. This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. Fargo VA Medical Center, 2101 Elm Street, Fargo, ND has a requirement for a Firm Fixed Price Service Contract to be performed at the VA Medical Center campus, Fargo, ND. The purpose of this notice is to determine interest and capability of potentially qualified businesses in particular Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small-Businesses (VOSB) relative to the North American Industry Classification code (NAICS) 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this sources sought synopsis. General Information The Fargo VA Medical Center (MVAMC) is currently seeking a company that can provide a maintenance program for operation of Chloramine Monitoring and/or Chlorine Dioxide Dosing Systems (Oxidant Panels) that are currently installed at the Fargo VA Health Care facility. Introduction and Scope of Work The purpose of this equipment service is to assist in meeting the current IC-25 VA Legionella Directive for mitigation of legionella in potable water. Description of Service This document covers the materials and service necessary, for a period of one year, to operate seven (7) Chloramine Monitoring and/or Chlorine Dioxide Dosing Systems (Oxidant Panels) that are currently installed at the Fargo VA Health Care facility. Servicer Servicer shall have the following qualifications. The Servicer is the actual Servicer of the equipment being serviced: Grundfos sourced components. The Servicer has successfully serviced similar equipment for at least 5 years. The Servicer has the required financial capability. The Servicer maintains a qualified technical engineering staff. The Servicer operates a physical plant and shall maintain competent service personnel to service the systems referenced here. Maintenance of Chloramine Monitoring Systems Servicer shall provide and maintain Membranes and Electrolyte Solutions in Chloramine Monitoring and Chlorine Dioxide Sensors. Servicer shall perform calibration of sensors. Servicer shall evaluate and program each system for proper operation. Maintenance of Chlorine Dioxide Feed Systems Servicer shall provide and maintain a five gallon container of Chlorine Dioxide; as described in part 3.00 paragraph B; within the secondary containment vessels located at each of the four feed locations. The Chlorine Dioxide shall be NSF/ANSI 60 approved and GSA Listed diluted solution (0.3%). See attached IC-25 VA Legionella Directive. Safety interlocks: The Servicer shall train the customer on controlled safety interlock to shut-down the entire system. The Servicer shall verify programming of equipment to cease Chlorine Dioxide feed if the level sensors exceed.8ppm as CLO2 in treated water. See attached IC-25 VA Legionella Directive. Chlorite: The Servicer shall train customer on Chlorite testing procedures. Start Up of Equipment for Chlorine Dioxide Feed Cycles Starting of feed systems for each Chlorine Dioxide Feed Cycle will be performed by Servicer. Specific Mandatory Task and Associated Deliverables Servicer shall perform up to eighteen (18) site visits to include monthly maintenance of the Oxidant Panels and start up of four Chlorine Dioxide feed cycles as defined in the Statement of Work(SOW).
