Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-18-042 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-97. The North American Industry Classification (NAICS) Code is 325414 and the business size standard is 1250 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with DNA Genotek Inc. to provide the following: 1. Item# MO-3: Mailing Accessory - Bio Specimen Bag - Qty 4,000 EA 2.Item# OM-505: OMNIgene ORAL for microbial DNA and RNA - Qty 1,000 EA 3.Item# OM-AC1: Paper Toilet Accessory - Qty 1,000 EA 4.Item# OMR-110: OMNIgene ORAL for gums and plaque - Qty 1,000 EA 5.Item# OMR-200: OMNIgene GUT sample collection kit-RUO - Qty 1,000 EA 6.Item# RE-100: Oragene, RNA Vial format - Qty 1,000 EA The Perinatology Research Branch's new prospective cohort biomarker study is proposed to examine the natural history of normal pregnancy and the most frequent pregnancy complications. These obstetrical disorders result in the majority of perinatal morbidity and mortality, which impose a substantial social and financial cost to society. This protocol aims to understand and predict those diseases that cause women and children the greatest morbidity and mortality. The reduction in infant mortality and preterm birth is an expressly high research priority for the NICHD. The goal of this study is to develop predictive models to identify the patients at risk for developing complications of pregnancy using a combination of clinical and biological markers (biochemical and biophysical). The requested kits will assist in the detection of these biomarkers as they allow us to collect biological specimens for maternal, paternal and neonatal patients. DNA Genotek DNA kits were specifically chosen for this aspect of the protocol because these kits optimize the collection process and ensure superior samples for nucleic acid testing. This quality of sample will ensure accuracy in testing, which will result in a more resourceful study. It is also important to note that, given the lab has ordered DNA kits from DNA Genotek in the past, reordering these kits from DNA Genotek will ensure consistency in both data collection and test results. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Responses to this solicitation must include sufficient information to establish capability to provide all products specified in this synopsis and should submit a copy of their quotation/offer to the below address or via email to robinsti@mail.nih.gov. Offers must also be accompanied by descriptive literature, delivery timeframe, warranties and/or other information that demonstrates that the offer meets all the foregoing requirements. Quotations will be due twelve calendar days from the publication date of this synopsis or by April 16, 2018 by 9 am, EST. via email or postal mail.
