Description
This notice is issued for informational and planning purposes only. This announcement is neither a Request for Proposal (RFP) nor does it constitute a guarantee or otherwise commit the Government, in any way, to solicit or award a contract now or in the future. SPRPA1-17-R-007U is the planned solicitation number and is being used for notice identification; however, no solicitation is available at this time. DLA Aviation intends to bundle approximately 5,600 National Stock Numbers (NSNs) into a procurement for managed material and supply chain integration services to support the B-1 and B-52 Programmed Depot Maintenance (PDM) at Tinker Air Force Base (AFB) and B-1 and B-52 Unique Global Support. This holistic project is expected to be a single contract action with The Boeing Company. This population of items meets the definition of bundling at FAR 2.101, and it is likely to be unsuitable for award to a small business due to the diversity, size, or specialized nature of the elements of the performance specified. DLA Aviation has determined that measurably substantial benefits are expected to be derived as a result of the bundling as defined at FAR 7.107. The expected benefits of this bundling action are listed in FAR 7.107-3 and summarized below: (1) Cost savings (2) Price reduction (3) Quality improvements that will save time or improve or enhance performance or efficiency (4) Reduction in acquisition cycle times (5) Better terms and conditions (6) Anticipated financial benefits equivalent to five (5) percent of the estimated contract or order value (including options) The purpose of this notice is to invite interested parties to attend a Small Business Industry Day hosted by the Defense Logistics Agency (DLA) Aviation. The Small Business Industry Day presentation will explain the Government's rationale for this holistic project and highlight how small businesses can become qualified suppliers to Boeing. Boeing will provide a briefing that will cover their commitment to small business, what it is looking for in a supplier, small business NAICS codes, supplier-teaming resources, and the steps for supplier qualification. The Small Business Industry Day will be held at DLA Aviation (Defense Supply Center Richmond), Lotts Conference Center, located at 8000 Jefferson Davis Highway, Richmond, Virginia 23297 at 0900-1400 Eastern Standard Time (EST) on Wednesday, May 2, 2018. A teleconference line will also be available for those individuals unable to attend in person. Pre-registration for in-person or teleconference is REQUIRED. This is a no-fee event. Additional event details, including directions and teleconference details will be provided once attendance is confirmed. Questions relative to this Small Business Industry Day should be addressed to Mr. Mike Gargiulo, at Michael.Gargiulo@dla.mil and Mr. Ken Ruthardt, at Kenton.Ruthardt.ctr@dla.mil. Companies are required to e-mail Mr. Gargiulo or Mr. Ruthardt no later than 1700 EST on 25 April, 2018 with ONLY the following pre-registration information: (1) Company Name (2) Full Name(s) of employees/representatives attending the Small Business Industry Day (3) Email (4) Phone Number (5) Business Size (6) Attending in-person or via teleconference Hard copy presentation materials will not be provided at the Small Business Industry Day, but will be posted to the FBO website by close of business by 25 April, 2018. Please submit questions in advance to Mr. Gargiulo or Mr. Ruthardt no later than 1700 EST on April 25, 2018 via e-mail. As DLA will not be holding one-on-one sessions, business-sensitive/proprietary questions will be addressed off-line by DLA. Please mark business-sensitive/proprietary questions appropriately. Presentations and questions/answers will be posted on the FBO website following event completion.
