- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (i) The solicitation number W912PQ-18-Q-5003 is issued as request for quotation (RFQ). (ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. (iii) This is a 100% small business set-aside. The NAICS code is 721110 and small business size standard is $32,500,000. (iv) The 107th Attack Wing, Niagara Falls, NY requires troop lodging for regularly scheduled drill (RSD) weekends to support our geographically separated unit (GSU) in the Rome, NY area. Drill weekend schedules vary from year to year, however, drill weekends are typically the second weekend of each month. Lodging rooms may be needed to support drill activities during the week in addition to the weekend. (v) The needed hotel rooms must be within a 15 mile radius of Rome, NY 13441. As this is an ongoing requirement, the Government intends to award a blanket purchase agreement (BPA) with a 5-year ordering period. It is the intent of the Government to award BPA's to multiple contract hotels to provide fair opportunity & guarantee room availability. (vi) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (vii) The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: a. technical capability b. price c. past performance Technical capability & past performance, when combined, are approximately equal to price. (viii) If the offeror has not completed their Offeror Representations and Certifications at www.sam.gov, they are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, along with their quote. (ix) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (x) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Deviation 2013-O0019) (Jan 2017), applies to this acquisition. (xi) This will be a firm-fixed priced contract requiring monthly invoicing via Wide Area Workflow. All commercial hotel & hospitality practices customary available to the public at large are applicable to this acquisition. (xii) Interested parties are to submit a quote to include nightly rate information as well as a description of accommodations no later than April 10th, 2018 at 12:00PM EST.
