Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for a project that involves the construction of a new parking lot at Hanscom Air Force Base (HAFB), Lexington, Massachusetts to determine the interest, availability, and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns as described below. The NAICS code for this procurement is 237310. The estimated construction cost is between $500,000 and $1,000,000. The project is planned to be issued on or about 15 January 2019. Massachusetts Institute of Technology Lincoln Laboratory (MIT LL) is a Federally Funded Research and Development Center (FFRDC) chartered to apply advanced technology to problems of national security. As part of their mission requirements, MIT LL is working with the Air Force Civil Engineering Center (AFCEC) and the US Army Corps of Engineers (USACE) to design and construct an Advanced Compound Semiconductor Laboratory and Microelectronics Integration Facility (CSL-MIF) building. The CSL-MIF project is a Military Construction-Air Force (MCAF) project currently programmed for construction in Fiscal Year 2019. The Advanced CSL-MIF is to be located on an existing paved parking lot and as such replacement parking is needed prior to the start of the CSL-MIF construction. The scope of work for this project involves the construction of a new parking lot northwest of the CSL-MIF building site. The new parking lot will replace parking that will be lost due to construction of the CSL-MIF facility. The current site for the new parking lot consists of a relatively flat area that is partially paved and includes an area where three buildings have been recently demolished. Construction of the new parking lot will involve the demolition and removal of the existing asphalt concrete pavement and concrete sidewalks, excavation and removal of any existing unsuitable fill, and demolition and removal of existing drainage piping and structures, water lines, steam lines, communications duct banks, and buried power lines and light poles. The new parking lot will include the placement of asphalt concrete pavement and vertical granite curbing covering approximately 77,500 square feet (215 parking spaces) and will require grading and the placement of new drainage structures, drainage piping, infiltration basins, parking lot area lighting, retaining walls around the northwest portion of the lot, along with installation of new base course, binder and top coat and pavement marking and striping. The parking lot is being designed as permanent construction in accordance with the Department of Defense (DoD) Unified Facilities Criteria (UFC) 1-200-01 General Building Requirements. Geotechnical information will be provided. It should be noted that some work may be required in a designated wetlands buffer zone. This project requires traditional asphalt concrete pavement construction expertise and the work is located on an active military base. Impacts to on-going traffic and base operations must be kept to a minimum and carefully coordinated with the Contracting Officer and HAFB staff. Interested firms should submit a capabilities package to include the following: business classifications (e.g. HUBZone, etc.) as well as qualifications of the Construction team and experience in performing the work requirements stated above. Firms must submit past demonstrated experience with two examples of a construction project, similar in scope, complexity and dollar value to this project that the team has performed. The examples must demonstrate capabilities associated with the work described above and specifically highlight placement of drainage structures and construction of asphalt concrete paving and granite curbing. The past experience examples must have been performed within the last 7 years. Indicate the team's major subcontractor(s), including their prior experience and qualifications, which will be used to support the effort. The responses shall clearly identify the role (i.e., prime construction contractor, subcontractor, construction manager, etc.) of each party identified in the capabilities package for each project submitted. Responses shall also include proof of bonding capability. Responses are due no later than May 4th, 2018. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
