Performance Work Statement Sources Sought Synopsis with Contractor Capability Survey Sources Sought Synopsis Robins AFB Intrusion Detection system (IDS) Services This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification of Intrusion Detection system (IDS) for Robins AFB. A Top Secret security clearance for this requirement has been determined. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. REQUIREMENTS DESCRIPTION This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification of Intrusion Detection system (IDS) for Robins AFB. Work performed under this PWS encompasses a broad range of performance based logistics support provided by the contractor. The contractor shall provide logistics support and sustainment tasks necessary to repair, sustain and maintain operationally fielded IDS equipment and software identified here-in. This equipment and software includes: Video surveillance systems including cameras, thermal imagers, ICS bay cameras video capture/recording devices, monitors, servers, clients, control devices and software. •· Communications devices for communication with servers (AES transceivers) •· Work with 78 ABW/SC for telephone communication with servers. •· Access Control Systems (ACS) such as turnstiles, door hardware, electric strikes, magnetic locks, REX push buttons/PIRS, door contacts, with hardware and software. •· Ancillary equipment such as servers, work stations, monitors and uninterrupted power supplies (UPS). •· Associated sensors integrated with approved annunciators. •· Honeywell and ADT systems with various devices. Main panels send data via AES transceivers to central servers. Remote access is provided to servers via communication lines in B263 from reporting stations. Servers, computers, various hardware, Micro Key software and other software is also included. The contractor will provide oversight and maintenance responsibilities for Robins AFB Intrusion Detection Systems (IDS) (~130 systems). Contractor shall have an on-site office and accomplish preventative and corrective maintenance on systems. Contractor shall also be assigned work tasks to bring systems back to 100% operation after failures. Contractor shall have oversight on all systems, but maintenance responsibilities only on the Honeywell system (~107). Contractor will only have oversight of the ADT systems (~23), but no maintenance requirements. Contractor will also have the capability to engineer, procure and install new IDS systems. Contractor must provide capability to maintain AES radio equipment used to communicate with the head-end (may be by subcontract.) Contractor will also operate/maintain headend equipment working with existing Micro Key service contract. Current systems at Robins AFB consist of Honeywell and ADT systems. ADT systems are owned by the users and they have their own service contracts. At this time, no work requiring certified ADT personnel is expected from this contract. Contractor has inventory, emergency response and periodic inspection requirements for both systems.
