- Section J Attachments Combined Synopsis/Solicitation Portland O&M Section J - Exhibits This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; "quotes" are being requested, and a written solicitation document will not be issued. This solicitation is a "request for Quotations (RFQ)." The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-97_1-1-18.PDF AS OF (02-22-18). The associated North American Industrial Classification System (NAICS) code for this procurement is 561210, with a small business size standard of $38.5 Million. The General Services Division is seeking to acquire Operations and Maintenance Services for 4 buildings in the Portland, Oregon and Vancouver, Washington area. Buildings requiring operations and maintenance services are: 911 Federal Building, Portland, Oregon Gus Solomon Federal Building, Portland, Oregon Troutdale Warehouses, Portland, Oregon Vancouver Federal Building, Vancouver, Washington All responsible sources may submit a response which, if timely responsive and responsible, must be considered by the agency. All interested companies shall provide quote(s) for the following: IAW the PWS, and the requirements of the solicitation. Companies submitting a quote for this building set must be registered in the SBA Women Owned Small Business Repository and prior to award decision must provide GSA with permission to view Repository information. ** FAR Clause: 52.212(e) is included as referenced in this Request for Quote; the Government will not be seeking multiple quotes for this procurement. ** Options are not guaranteed but may be awarded based on satisfactory service and in accordance with FAR 17.2. Additionally to be considered for award, offerors must provide their best effort quote based on the evaluation factors and relative size and scope of each building. Building Information Sheets (BIS) are provided as an attachment and are labeled as such; these contain the pertinent information for each of the above buildings. Award shall be made to the Offeror, whose quote, is evaluated and provides the best value to the government based on evaluation factors and past performance, both when combined are of greater significance than price. Tradeoffs may be considered in the award of this contract. The government will evaluate information based on the following evaluation criteria: (1) Technical Evaluation Questions; (2) Service Delivery Questions (3) past performance,and (4) price. (DEC 2013) (a) Upon receipt of accelerated payments from the Government, the contractor shall make accelerated payments to its small business subcontractors under this contract, to the maximum extent practicable and prior to when such payment is otherwise required under the applicable contract or subcontract, after receipt of a proper invoice and all required documentation from the small business subcontractor. (b) The acceleration of payments under this clause does not provide any new rights under the Prompt Payment Act. (c) Include the substance of this clause, including this paragraph (c), in all subcontracts with small business concerns, including subcontracts with small business concerns for the acquisition of commercial items. All Offerors shall submit all required submittals to be considered for award: A pre-award meeting will be held in Portland over a period of two days 04/11/2018- 04/12/2018 to allow for an overview of the solicitation and a site visit to all 4 buildings. See Site Visit schedule in Section J, Attachments. This meeting is not mandatory, but is provided to allow potential Offerors access and visibility to the site for purposes of preparing their quote. All travel, hotels and movement between sites is the sole responsibility of the Offeror and will not be reimbursed by the government. Attendees are asked to limit attendees to one or two individuals. No pictures will be allowed duringthe site visits, and no questions will be answered. All participants are asked to submit questions in writing at the end of the walk through, or by e-mail by 04/27/2018 by 12:00 noon PDT at the above e-mail addresses. All participants must have valid government issued ID to gain entrance into each building. GSA will meet attendees at 9:00 a.m. on 04/11/2018 at the 911 Federal Building. This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award an IDIQ single award contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Offeror shall list exception(s) and rationale for the exception(s).
