DEPARTMENT OF VETERANS AFFAIRS (VA) POLICE SERVICES STATEMENT OF WORK (SOW) For Panic Alarms for the Petersburg CBOC Date: 04/03/2018 GENERAL: The Martinsburg VA Medical Center, is a division of the United States Government s Department of Veterans Affairs (VA), and has a requirement for resources to be furnished by a Contractor. Police Services requires panic alarms at the Petersburg Out-Patient Clinic (CBOC), Petersburg, WV. The panic alarms will be tied into the current intrusion detection system. Activation of the panic alarm will alert the alarm monitoring company. The duress system must include complete installation and warranty. The contractor shall accomplish all actions necessary, as defined by the requirements of this Statement of Work (SOW) SERVICES REQUIRED: 1.1.1 The Contractor, as an independent Contractor and not as an agent of the Government, shall furnish all labor, materials, equipment, supplies, and supervision needed to accomplish the tasks described in this scope of work. All work shall be performed in accordance with all applicable Federal, State, and local laws and regulations for the installation of equipment and all OSA standards. The contractor will purchase and install (8) panic alarms at the Department of Veterans Affairs Petersburg Out-patient clinic, located at 15 Grant St., Petersburg WV 26847. PLACE OF PERFORMANCE: Petersburg Out-Patient Clinic 15 Grant Street Petersburg, WV 26847 PROJECT OVERVIEW Installation of (8) panic alarms, BOSCH Wireless Receiver Kit, Bosch Wireless Repeater Kit, and (1) 18-04 OAS STR PLNM Strip. SCOPE The contractor shall purchase, install, program, and test (8) panic alarms, (1) BOSCH Wireless Receiver Kit, and (1) Bosch Wireless Repeater Kit. The panic button receiver and repeater kit will be tired into the current Bosch 4512 controller. The said panic transmitters must include a 12 month warranty. The wireless panic buttons will be programmed into the control panel and will work with current Bosch IDS. Panic button activation will alert an alarm monitoring company through the intrusion detection system. Damage to the IDS will be the responsibility of the contractor. One set of batteries will be supplied by the contractor for each panic button transmitter. All work shall be done in accordance with manufacturer s specifications and to the satisfaction of the Government representative. All installers and programmers must have certification to install the purchase panic system. Notify the Government representative of any delays or problems affecting task completion including nature of the delay and expected completion date. Final payment is dependent upon the Government s inspection and acceptance of the work performed. Instruction manuals will be provided on operation of panic button transmitters. Training oh how to activate and test panic buttons will be supplied to (6) employees. All (eight) panic transmitters will be tested throughout the clinic to assure they re transmitting to the alarm panel. Government Furnished Supplies and Services: The Department of Veteran Affairs will provide electricity. All other supplies shall be the responsibility of the contractor. Terms and Conditions Hours All work will be performed during normal business hours of the clinic (8am-4PM, Monday through Thursday, 8am- 11am on Fridays, except for their designated holidays). Delays The contractor shall not be liable for delays in delivery or performance, or failure to manufacture or deliver or perform due to (i) causes beyond its reasonable control (ii) acts of GOD, acts of Buyers, acts of civil or military authority, governmental priorities, strikes or other labor disturbances. Floods, epidemics, war, riot, delays in transportation or car shortages, or (iii) inability on account of cause beyond the reasonable control of the contractor or its suppliers to obtain necessary materials, components, services or facilities. IN the event of any such delay, the date of delivery or of performance shall be extended for a period equal to the time lost by reason of the delay. Delivery The contractor will diligently pursue the procurement of equipment ordered, however any delivery dates promised are approximate and are dependent on numerous factors beyond the contractor s control including receipt of customer information necessary to order or program equipment, manufacturer s production schedules or unforeseen events and shipping delays. Where possible and when requested by the Department of Veterans Affairs partial shipments will be made.
