- This is a COMBINED SYNOPSIS/SOLICITATION NOTICE for Commissary Air System Responses to this Combined Synopsis/Solicitation must be in writing and submitted on the attached Request for Quotation. This acquisition implements a 100% set aside for Veteran Owned Small Businesses (VOSBs). The NAICS Code is 333912; size standard is 1,000 employees. Responses to this notice shall include the following: (a) company name b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) and must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor and provide the commodities described within the Request For Quotation. Commissary Air System See Requirements/Specifications below. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this Combined Synopsis/Solicitation. This notice shall not be construed as a commitment by the Government to award a contract, nor does it restrict the Government to a particular acquisition approach. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. Requests for information and resultant responses shall be submitted directly to the contracting officer, Paul Speedling at Paul.Speedling@va.gov. NO TELEPHONE CALLS WILL BE ACCEPTED. All submissions should be received no later than 5:00 pm EST on April 10, 2018. Requirements/Specifications Scope of Work Commissary Air System LOCATION: St. Albans Community Living Center 179-00 Linden Blvd Jamaica, NY 11425 PROJECT SCOPE: Purchase one (1) Air Compressor and installation to replace existing compressor which is too costly to replace due to age and parts being unavailable. Equipment is direct replacement for current unit which has stopped working due to wear and tear on unit which has been in operation for over 20 years. Travel/Parking The contractor will be responsible for their travel. Due to other construction projects and limited parking available at the site, contractor must coordinate any parking needs with the assigned COR and the Police Service. Details of any vehicles entering the site must be provided in advance. (Driver s Full Name, Driver s License Number, Vehicle Description, Vehicle License Plate Number) Education and Training Requirements The Vendor shall be responsible for ensuring that vendor employees providing work on the required equipment are fully trained and completely competent to perform the required work. Specify what training and education is required for the clinical staff to be competent in using/operating the supply. The following information shall be included in this notification: A complete item description and identification (to include lot and serial numbers where applicable); Administrative identification data including order numbers and order date; Reasons for recall, removal, adjustment, or modification; and Instructions for appropriate corrective action. Defective Items/Warranty Upon start up any warranty issues should be fixed prior to completion of job. PRODUCT SPECIFICATIONS Supply and install a new EMSE brand Duplex 15 HP scroll air system and include the following: Hitachi brand scroll compressors designed to reach 145 psi. Install all necessary piping from existing wall penetrations to new system location to meet NFPA 99 2015 standards. Piping shall be as close to ceiling as possible to maintain safe distance for future equipment to be installed. Provide a licensed electrician to run new electrical wiring feed to new system from existing circuit breaker. Wiring rated to 150 amps. Test to manufacturer and NFPA 99 2015 standards as a baseline. Removal of existing system from premises. Dessicant dryer package has dewpoint monitor and purge control which will cut down compressor run time by 9 12 %. Installation and start up by qualified personnel. Installation personnel to be at all prevailing wage regulations. 1 year warranty parts and labor. Pricing includes all shipping charges. Voltage shall be 208, 3 phase, 6 hz. System Specifications Scroll compressor settings with a Lead setting on at 110 psi and off at 130 psi. Duplex medical air dessicant dryer system, excluding CO monitor. Duplex filter assemblies to meet laboratory criteria. Pre filters at 0.01 micron, after filters at.05 micron. Duplex air regulators set to 90 PSI. Duplex main line safety valves. All components to be installed with valves and unions for easy servicing. 120 gallon receiver tank, externally painted, internally coated with epoxy suitable for food processing and breathing. 49 scfm at 90 psi. 48 scfm at 120 psi. 15 hp compressors, each delivering flows above. Stack mounted system. 120 gallon vertical receiver tank with autodrain. Dual dessicant banks, each with two towers. Purge control feature on dessicant towers to limit purging of towers when dewpoint is sufficient. Air quality meets breathing standards set by NFPA 99. No oil in system. **EXPEDITED DELIVERY**
