Description
Potable Water Steel Tank Inspection at the Central Facilities Area Battelle Energy Alliance, LLC, management and operating contractor of Idaho National Laboratory for the U.S. Department of Energy, is seeking Expressions of Interest from suitably qualified companies to support steel tank inspection (without corrosion protection), in accordance with the scope described below: • Inspect interior for signs of pitting, corrosion, spalling, rot, other deterioration, waste materials and debris, aquatic growth, and local or general failure of interior coating. • If inspection is made by means of underwater evaluation, remove silt from tank floor. • Steel tanks exhibiting signs of interior pitting, corrosion, or failure of coating shall be tested as follows (tanks must be drained): - Evaluation of tank coatings shall be made in accordance with the adhesion test of ASTM C3359, Standard Test Methods for Measuring Adhesion by Tape Test (generally referred to as the "cross-hatch test"). - Dry film thickness measurements shall be taken at random locations to determine the overall coating thickness. - Nondestructive ultrasonic readings shall be taken to evaluate the wall thickness where there is evidence of pitting or corrosion. - Interior surfaces shall be spot wet-sponge tested to detect pinholes, cracks, or other compromises in the coating; paying special attention to sharp edges such as ladder rungs, nuts, and bolts. - Tank bottoms shall be tested for metal loss and/or rust on the underside by use of ultrasonic testing where there is evidence of pitting or corrosion (removal, visual inspection, and replacement of random floor coupons shall be an acceptable alternative to ultrasonic testing). - Tanks with flat bottoms shall be vacuum-box tested at bottom seams in accordance with the test procedures found in NFPA 22. Submittal Requirements: Only companies that meet all submittal requirements described below should respond to this Expression of Interest. 1. Submittals from both small and large businesses will be evaluated 2. Submittals must be brief (10 pages or less, not including attachments) 3. Submittal content must include, but is not limited to: • An example inspection plan - define the scope of the inspection which specifies 100% examination accessible areas; provide details on personnel qualifications and ability to determine discontinuities/flaws; visual acuity records for personnel, percent of tanks requiring video/still photographed and how it is determined, how areas of concern are located so they can be found again during repair activities. • Methods to ensure tank completely drained. • Demonstration of performed ASTM C3359 testing and the vacuum-box test procedures in NFPA 22 - require certification that inspections are performed in accordance with NFPA-25 requirements. • Demonstrated competency in performing dry film thickness measurements. • Demonstrated competency in ultrasonic testing. • Demonstrated competency in spot wet-sponge testing. • Example(s) Final Report. • Other required certifications (diving/SCUBA etc). • Methods for removing scale, hard water deposits, or other foreign materials which might interfere with examination results.
