- Performance Work Statement The 374Th Contracting Squadron/PKBB, Bldg. 620, Yokota Air Base, Fussa-shi, Tokyo 197-0001, Japan is issuing this sources sought as a means of conducting market research to identify parties having an interest in the requirement to provide Auxiliary Catholic Priest Service at Yokota Air Base, Japan in accordance with the attached Performance Work Statement. SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR PROPOSAL, BUT FOR MARKET RESEARCH PURPOSES ONLY! It does not constitute a solicitation and/or request for proposal and is not to be construed as a commitment by the Government. In order to apply for this requirement, a Roman Catholic Priest must have the endorsement of the Archdiocese for the Military Services, USA (AMS) or a diocese/archdiocese within Japan and have credible references. He must exhibit sufficient English proficiency to celebrate Mass in English along with a 7-10 minute homily, also in English, and to celebrate the Sacrament of Reconciliation in English. AMS policy is to grant endorsements only to those priests who will be contracting directly with the contracting office of a military installation. The AMS will not endorse a priest who is subcontracted by a third party who in fact holds the contract. The North American Industry Classification Systems (NAICS) Code proposed is 813110. Size standard $7.5 million. A NUMBER OF BLANKET PURCHASE AGREEMENTS (BPAs) WILL ESTABLISHED BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the services of this notice are invited to submit a response to this Sources Sought no later than 18 April 2018, 03:00 PM CJT.
