- The purpose of this synopsis is to notify interested parties that USTRANSCOM Acquisition Directorate anticipates issuance of a solicitation for a single award IDIQ contract to provide fixed and rotary wing operations for U.S. Special Operations Command, Pacific (SOCPAC). The requirement is for one light fixed wing Short Take Off and Landing (STOL) and two medium rotary wing aircraft. The aircraft will be based at Edwin Andrews Air Base, and services will be performed primarily in the Republic of the Philippines, but may also be required in other areas in the US Pacific Command (PACOM) AOR, defined as (but not limited to) continental Asia, Philippine islands, and countries supporting operations in the Philippines. The Contractor shall be capable of providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, limited security (for contractor property/personnel) and other items necessary to perform airlift (passenger, cargo, or a combination thereof) services, casualty evacuation (CASEVAC), Personnel Recovery (PR) services, and cargo services to include sling-load operations. National Registry Emergency Medical Technician - Paramedic (NREMT-P) certified medical attendants are required to provide inflight patient care for PR and CASEVAC. Accreditation by the Commission on Accreditation of Medical Transport Systems (CAMTS) or the National Accreditation Alliance of Medical Transport Applications (NAAMTA) is required within 12 months from the date of award. Flight operations are estimated at 1080 per year, and Blade hours are estimated at 1920 per year (960 per rotary aircraft). The period of performance will begin 1 Jul 2018 (or date of award if subsequent thereto) through 30 Jun 2019, and includes two one-year option periods, and a six-month extension in accordance with FAR Clause 52.217-8, Option to Extend Services. This acquisition is a 100% Small Business Set-Aside. Small Business is determined by 1500 or less employees for NAICS code 481211. The applicable Product or Service Code is V121. A Request for Proposal (RFP) will be available on the Federal Business Opportunities website at https://www.fbo.gov/ when issued. No hardcopies of the solicitation will be issued. All responsible sources may submit a proposal which shall be considered by USTRANSCOM/TCAQ.
