- DRAFT PWS Instructions for responding and Capability Survey Managed Network Service – (MNS) This NOTICE is a request for information, ONLY. It is NOT to be construed as a commitment by the Government or as a Request for Quotation. A determination by the Government whether or not to proceed with a Request for Quotation based upon an assessment of responses to this notice and availability of funds is solely within the discretion of the Government. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information requested. CAUTION: This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Managed Network Services solution – (MNS) for use by the Centers for Disease Control (CDC) Global Activities (GA) personnel. The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: Below is a document containing a description of the MNS requirement and a Contractor Capability Survey, which allows you to provide your company’s capability. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) Small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. 4. Submit all questions relative to this market survey to Stephen Gibson, stephen.gibson@gsa.gov on or before April 6, 2018 by 5:00 PM ET. All questions submitted will be read and responded to and posted as an amendment to the RFI on April 13, 2018. Follow-up questions are due by 5:00 pm ET Monday April 16, 2018. Follow-up questions will be read and responded to during a Virtual Industry Day. The time and date as well as a link to the Virtual Industry Day will be provided in the April 13, 2018 RFI amendment. No questions will be answered directly during the virtual Industry Day. 5. Submit Capability Statements and Contractor Capability Survey by 5:00 pm ET Monday April 16, 2018, via email to Stephen Gibson stephen.gibson@gsa.gov. REQUIREMENTS DESCRIPTION Managed Network Service – (MNS) PROGRAM DESCRIPTION: The Information Technology Services Office (ITSO), Global Activities (GA) provides support to approximately 2000 customers located in Government leased facilities and US Embassies outside the continental United States (OCONUS) in more than forty (40) countries. The primary objectives of the ITSO GA program are to: a. Obtain reliable, secure and efficient Multi-Protocol Label Switching (MPLS) network transport infrastructure circuits for CDC CONUS and OCONUS facilities under a one service, one supplier with a single point of contact (SPOC) managed solution for information technology infrastructure support services. b. Provide a responsive, efficient, and cost-effective Managed Network Services solution supporting MPLS transport needs. c. Deliver multi-site, multi-region global MPLS infrastructure and Managed Network Services (MNS) to global commercial enterprises and the US Government. The projected scope of this contract is to provide a Managed Network Services (MNS) solution delivering Multi-Protocol Label Switching (MPLS) transport infrastructure circuits to OCONUS and CONUS CDC facilities. This task order is to acquire IT infrastructure Internet Service Provider (ISP) MPLS circuits to accomplish CDC’s mission. Fault management must be an integral part of proposed solution. No operating constraints are anticipated as long as vendor has proper agreements and relationships in place with international entities. See attached PERFORMANCE WORK STATEMENT (PWS) for the tasks identified in Section 5 to be performed.
