- MARKET SURVEY CAPABILITY ASSESSMENT FOR THE FEDERAL AVIATION ADMINISTRATION (FAA) COMMAND AND CONTROL COMMUNICATIONS (C3) DIVISION AND NATIONAL AIRSPACE SYSTEM (NAS) RECOVERY COMMUNICATIONS (RCOM) PROGRAM The Federal Aviation Administration (FAA) is seeking experienced interested parties to provide Motorola (products and services in support of the FAA migrating their existing 25 KHz (wideband) to 12.5 KHz (narrowband) channel bandwidth for VHF/FM 162 to 174 MHz radio equipment systems to the 12.5 KHz channel spacing. In 2003, Motorola equipment was selected for the implementation of the replacement radio system for the National Radio Communication System (NRCS) Recovery Communication (RCOM). The purpose of this market survey is to (a) ascertain if there are capable interested parties from all businesses and (b) to establish a Qualified Vendors List (QVL) to supply the FAA with VHF/FM radio equipment and services. The FAA requires the following from interested Vendors: The vendor must be able to furnish ALL the hardware, software, and support services for the items described in Section 3.1 Land Mobile Radio (LMR) List of the Statement of Work (SOW) attached. Respondents are encouraged to re-create the item list in Section 3.1 of the SOW, adding two columns denoting yes and no, regarding the ability to provide said item(s). Respondents are also encouraged to provide comments regarding the SOW. Respondents must provide the FAA with the following: A brief statement (5 pages maximum) demonstrating their capability to perform the work in accordance with the Statement of Work (SOW), including a description of a current agreement with Motorola as an authorized re-seller. Vendors should also include a description of successful past performance and experience delivering the products and services included in the SOW. Respondents must provide the following business Information for their company: Company Name: Address: Point of Contact: CAGE Code: Phone Number: E-mail Address: Web Page Address: Specify whether your company is a U.S. or foreign-owned firm Respondents are encouraged to identify a representative to support further FAA inquiries and requests for clarifications of the information provided. Respondents are encouraged to indicate which portions of their response are proprietary and should mark them accordingly. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. The principal North American Industry Classification System (NAICS) code for this effort is 334290, Other Communications Equipment Manufacturing , with a size standard in number of employees of 750. All responses to this market survey must be received by April 20, 2018. The FAA may decide to do an open competition or to set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. This is a market survey. This is not a Screening Information Request (SIR) or a Request For Proposals (RFP) of any kind. If a SIR results from this market survey, only those respondents deem qualified will make the QVL and will receive said SIR. To be deemed qualified to make the QVL, the vendor must be able to furnish ALL the hardware, software, and support services for the items described in Section 3.1 of the SOW attached. The QVL will not be published, and vendors who do not qualify for inclusion in the QVL will be notified in writing and will not be considered for award. The FAA is not seeking or accepting unsolicited proposals at this time. The FAA will not pay for any information received or costs incurred in preparing the response to this market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor s expense.
