- The Centers for Disease Control and Prevention (CDC) / National Institute Occupational Safety and Health (NIOSH) / Pittsburgh Mining Research Division (PMRD) intends to award a sole source firm fixed price purchase order to: Strata Equipment Company (SEC), 951 Lester Highway, Glen White, WV 25865 for a quantity of one (1) each: Mini-Trac Diesel Articulated Tractor (MTDAT)/Non-permissible - PA Compliant with MSHA certified adjustable canopy, two (2) Spare S9 ceramic DPM filters and one (1) Regenerator (cooker) for DPM filter with protective cage and Attachments - consisting of one (1) each: End loader type bucket Scoop bucket flinger (SBF) duster, Swivel ejector bucker, Scraper arm, Grading blade and Boom pole. To be shipped to CDC/NIOSH/PMRD fob origin. The acquisition of the SEC Mini-Trac Diesel Articulated Tractor (MTDAT) in addition to the 2007 MTDAT will increase the fleet to a quantity of two tractors. Both models will be able to share external accessories, the existing inventory of maintenance and repair parts and repair procedures. An additional MTDAT is required due to the increase of required maintenance and the increase of research portfolios in the underground research and experimental mines. Clearance dimensions of the experimental mine are the most restrictive at 8 foot wide and 7 foot high; the existing 2007 Strata MTDAT with OAW 72" and OAH 41" (no canopy) has been able to perform maintenance within these mines. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(a) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
