- Liquid Deicer Product Information Solid Deicer Product Information Site Map 4 Site Map 3 Site Map 2 Site Map 1 Quality Assurance Surveillance Plan Standard Form-LLL Disclose of Lobbying Activities Solicitation Request for Proposal-W15QKN-18-R-1023 SF1449 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; electronic quotes are requested. (i)The Solicitation Number is W15QKN-18-R-1023. Additional requirements of this solicitation are attached. This requirement is subject to availability of funds. (ii)This acquisition is solicited as a total small business set-side. The requirements will be fulfilled using FAR Part 15 and FAR Part 12. This associated North American Classification Systems (NAICS) code is 561790 with a size standard of $7,500,000.00. The anticipated award will be a firm-fixed price contract. (iii)Description of services to be acquired: The Army Contracting Command - New Jersey has a requirement for snow and ice removal services to be performed at Five (5) United States Army Reserve Centers (USARCs) located in Johnstown, Pennsylvania in support of the 99th Regional Support Command. The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation, fuel and other items necessary to provide snow and ice removal services at the five facilities. Please Note: Three out of the five centers combined is an AVIATION SUPPORT CENTER. The Government intends to issue a solicitation as a 100% Small Business Set-Aside for this requirement. The solicitation, issued as an Request for Proposal No. W15QKN-18-R-1023 is attached with the notice. (iv)Period of Performance: The period of performance for this requirement shall be one 12-month base period and four 12-month option periods from the date of purchase order award. Inspection and Acceptance: Inspection and Acceptance shall be at Destination. FOB shall be at destination. Murtha Memorial USARC, 295 Goucher St., Johnstown, PA 15905. Location 4 (Facility Code PA052): Johnstown USARC#2, 1300 Saint Clair Road, Johnstown, PA 15905.United States (v)The provision at 52.212-1 addendum, Instructions to Offeror--Commercial, applies to this acquisition. (vi)The basis of evaluation will be based on the lowest price technically acceptable. Please review the attached documentation for the details of the basis of evaluation. The Government intends to award a single Firm Fixed Price (FFP) contract. The Government intends to award a contract without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. (vii)Quoters should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its quote, or note that a current electronic copy is available at https://www.sam.gov/. (viii)The clause at 52.212-4, Contract Terms and Condition-Commercial Items, applies to this acquisition. (ix)The clause at FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (DEVIATION 2013-O0019) (NOV 2017), applies to this acquisition. (x)Site visit shall have been Pre-Scheduled for the following dates: A site visit will be conducted on 05 April 2018, Thursday and an alternate on 13 April 2018, Friday, both beginning at 10:00 AM EST. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Please note delays should be expected at the entry processing center due to increased security measures. Offerors who plan to attend should email a list of attendees to include company name, visitor names, visitor drivers' license number and state of issue, and vehicle information (make/model/license number, if known), to Mr. Randy Baker at randy.a.baker.civ@mail.mil, Al Molinski at alexander.s.molinski.ctr@mail.mil and Contract Specialist, Nancy Zeng at nancy.m.zeng.civ@mail.mil no later than 04 April 2018 2:00 p.m. EST for the 05 April 2018 site visit and by 12 April 2018 2:00 p.m. EST for the 13 April 2018 alternate site visit for security processing. Visitors must have driver's license or state issued ID and proof of auto insurance for entry. Failure to respond in a timely manner may result in delay or denial of access to the installation. The meeting will begin at John P. Murtha Memorial USARC, 295 Goucher St., Johnstown, PA 15905 and will continue on to the other sites. If problems accessing the base are encountered or directions to the base location are required on the day of the site visit, contact Randy Baker at 814-241-3029 or Al Molinski at 814-244-1912. (xi)Questions are due no later than 1:00PM Eastern Standard Time (EST), April 24, 2018. The questions will be answered all at once and uploaded to the FedBizOpps posting after the question period has closed, unless the Contracting Officer determines otherwise.
