Description
This is a pre-solicitation notice with the intent to advertise for the FY18 Multiple Award Construction Contract (MACC) Indefinite-Delivery / Indefinite-Quantity (IDIQ) Program at Scott AFB, Illinois. This acquisition is being solicited in accordance with FAR 19 and set-aside for small business and Section 8(a) concerns. The resulting contract will be firm-fixed-price (FFP) awarded to no more than six (6) SBA-certified 8(a) businesses and no more than eight (8) small business firms. The duration of the program will be a 1-year base award period plus four (4) 1-year option periods. The guaranteed minimum is $500 and the maximum value of the program, including all option periods, is $90,000,000. The NAICS code for this acquisition is 236220 with a size standard of $36.5M. The FY18 MACC will encompass a wide variety of construction tasks, including design-build; facility repair, renovation, additions, upgrades, and new construction integrating multiple construction trades and disciplines; utility work; airfield paving and repair; road repair; and other similar types of work via competitively awarded individual task orders (T.O.) typically ranging from $2,000 to $5,000,000 each. Sample Project: The sample project consists of a design-build effort to provide all parts, labor, tools, transportation, supplies, supervision, equipment, materials, and incidentals necessary to Repair HVAC / Renovate Administrative Office Space, Building 50, Scott AFB, IL. This includes the following work: removal of the existing ceiling, HVAC equipment and associated ductwork, and existing lighting and providing new ceiling material, all new HVAC system including equipment, ductwork and controls, and new power for equipment and new lighting. This includes but is not limited to, equipment removal, mechanical, electrical, masonry, structural, painting, and other work in accordance with the solicitation attachments. This solicitation and any amendments are paperless and will be available on the internet only. The solicitation will be available on or about 6 April 2018, which will include the solicitation closing date and time for submission of proposals. A solicitation mailing list will not be maintained for this procurement as all solicitation documents will be available electronically and it is the responsibility of the offeror to monitor this site for the release of information and to register for notifications to this procurement via this website. All contractors must have a valid DUNS number and be registered in System for Award Management (SAM) in order to be considered for award of a contract with any DOD agency. Contractors may access the Internet site at: https://www.sam.gov/portal/SAM/ to register and/or obtain information about SAM. The government reserves the right to cancel this solicitation prior to or after the closing date. A site visit will be conducted at Scott AFB approximately 15 days after the solicitation is posted to FBO (exact date, time, and location will be provided in Section A of the solicitation), for the purpose of briefing prospective offerors on solicitation requirements, multiple award features and processes, and conducting a site visit of the sample project construction site.
