PWS cut sheet This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are hereby being requested under this combined synopsis/solicitation. A written solicitation will not be issued. Western Area Power Administration (WAPA), Desert Southwest Region (DSW) located in Phoenix, AZ requires licensed and experienced contractor to remove seven (7) existing drinking fountains, furnish and install replacements with Elkay (or equal) next generation fountain /water bottle refilling station. Incidental plumbing required. All solicitation information documents and incorporated provisions and clauses in the RFQ are those in effect through FAC 2005-97 dated 24 Jan 2018 and may be reviewed at https://www.acquisition.gov/browsefar Solicitation ref #DSW-126166 is hereby issued as a 100% small business set aside. The NAICS code is 238220, Plumbing, Heating, A/C Contractors; SBA size standard is $15.0 million (gross annual receipts). Service Contract Act (SCA) Wage Decision WD 15-5469 (Rev.-7) is applicable (dated 01/16/2018) 23810 - Plumber, Maintenance The following commercial clauses are applicable: The RFQ contains the following provisions and clauses: FAR 52.212-1, Instructions to Offerors-Commercial Items (Jan 2017); FAR, 52.212-2, Evaluation, Commercial Items (Oct 2014); FAR 52.212-3-Offeror Representations and Certifications - Commercial Items (Nov 2017); FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Jan 2017); FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (Jan 2018). This RFQ contains two (2) attachments: 1-Suggested fountain type (Elkay or equal) ‘cut sheet', and 2- Work Statement. An organized site tour is scheduled for Monday, April 9, 2018 at 0930 am. There will be only one opportunity to visit the site; attendees must be cleared in advance of April 9, 2018 in order to attend the site tour. Email Elizabeth Baierl NLT April 6, 2018 with the names and citizenship of attendees. Limit two (2) representatives from each firm. Questions regarding this solicitation must be received no later than April 18, 2018 in order to have time to post responses to questions before closing date of 23 April 2018. Email questions to baierl@wapa.gov. Only electronic receipt of offers will be accepted. Submit offers in Adobe pdf format. Each file cannot exceed 10 MB in size, limit three (3) files. All offers must include the following information: Solicitation reference number; Firm Fixed Price for the complete Job broken out as: $___Labor, $___Material $____TOTAL; Technical information on offered fountains; past performance references on recent work similar in scope to this project; Include the offeror's Unique Entity Identifier (formerly DUNS); identification of any special commercial terms; and signature of authorized company representative. Note: Unique Entity Identifier will be used to verify offerors current registration in SAM.GOV. Offerors are encouraged to use the provided Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL http://www.gsa.gov/portal/forms/download/115922 The FAR may be obtained via the Internet at URL: https://www.acquisition.gov/?q=browsefar It is the offerors responsibility to monitor this site for the release of amendments (if any). Potential offerors will be responsible for downloading their own copy of this notice, the on-line RFQ, and amendments (if any). Evaluation: Selection and Award will be made to the single, responsible offeror, whose offer conforming to the solicitation, is determined technically-acceptable and includes evidence of recent sucessful work performance of similar scope, and offers fair and reasonable pricing.
