- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR A REQUEST FOR QUOTATION, (RFQ), FOR FIRE PROTECTION INSPECTIONS AT NAVAL SUPPORT ACTIVITY, CRANE, INDIANA. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. In accordance with FAR 5.102 availability of this solicitation is limited to the electronic medium and the Government will NOT provide copies. The official plan holders list will be maintained and can be printed on the website only. Any subsequent amendments will be posted to the website for viewing and downloading. It is the offeror ™s responsibility to periodically check the website for amendments. All prospective offerors and plan rooms are strongly encouraged to register on the website. Solicitation N4008518Q1604 is a request for quotation and the resultant contract will be awarded on a fixed-price basis for fire protection at various buildings at NSA Crane, Crane, Indiana. The proposed price shall include for Fire Protection Inspections. Systems are the following: FIKE Explosive Valves, VESDA Smoke Sampling Systems, FIKE SHP PRO Smoke Detection System, Fire PUMP Curve Testing, and ANSUL Wet Chemical Hood Systems. These systems are located in 14 various buildings at Naval Support Activity (NSA Crane), Crane, Indiana. See attached statement of work for further details. The term of the contract is a base period of twelve (12) months and four (4) 12-month option periods to be exercised at the Government ™s discretion. Total term of the contract will not exceed 60 months. The Government will evaluate quotations based on price only. Offerors shall complete and submit the attached exhibit line items which contain pricing for the base period and the four option periods. The Government will evaluate price based on the total price. Total price consists of the basic requirements and all option items (Exhibit Line Items (Exhibits A, B, C, D, and E). The pricing summary sheet shall contain the complete company name and address and shall be signed by an authorized company official. In order to be eligible for award, the offeror must be determined responsible in accordance with FAR Part 9, specifically 9.104-1, General Standards. Offerors shall submit the following responsibility determination items: (1) one (1) signed bank or other financial institution reference demonstrating adequate financial resources to support this project and that its accounts are in good standing. If the offeror ™s firm has a line of credit, provide the available line of credit (i.e. medium 6 figures “ exact line of credit is not required) as well as the available balance on the line of credit; (2) Description of the offeror ™s facilities and equipment; (3) Other offeror ™s work presently under contract; and (4) Past Performance information which is a minimum of two (2) and a maximum of three (3) projects for fire protection inspections similar to that required in this solicitation. Provide name of agency/company that services was completed for with a current point of contact with valid e-mail address or phone number, description of the work provided, dates of contract service periods, award amount, final price, and indicate if the offeror was the prime contractor, subcontractor, or joint venture. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications ”Commercial Items, with the offer. The procurement is solicited as a 100% small business set-aside. The NAICS Code for this solicitation is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The Small Business Size Standard is $7,500,000.00. FSC: H312. The Government intends to award a single fixed-price contract based on price only. The proposed price shall include all labor, equipment, tools, supplies, transportation, supervision, quality control, and management necessary to perform all work requirements to inspect the fire protection systems to meet required standards. Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price: (i)Comparison of proposed prices received in response to the RFQ. (ii)Comparison of proposed prices with the IGCE. (iii)Comparison of proposed prices with available historical information. The apparent successful offeror must be registered in the System for Award Management (SAM) database prior to contract award. Offerors not already registered in the SAM database are highly encouraged to do so via Internet at: http://www.sam.gov. Registration in SAM is free. Wage determination is 2015-4821, Revision 6, dated 10 Jan 2018 is applicable for work performed on this contract.
