Description
REQUIREMENTS - DRAFT Equipment List. Attachment to Sources Sought. SOURCES SOUGHT FOR TAP-C ATHLETIC EQUIPMENT Version - 27 March 2018 TAP-C Athletic Equipment INTRODUCTION This is a Sources Sought Notice only. The U.S. Government currently intends to award a non-recurring contract for Athletic Equipment on a competitive basis and is seeking vendors that may be able to perform this requirement in order to support a competitive procurement. Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought synopsis. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their identifying capabilities in meeting the requirements at a fair market price, i.e., information which may help support a set-aside. The Mission and Installation Contracting Command (MICC), Fort Benning is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest in and resources to support this requirement for: Athletic Equipment (weight lifting and other athletic equipment) for the pilot Tactical Athlete Performance Center (TAP-C) which will provide various units the ability to optimize physical training. (Refer to attachment "EQUIPMENT LIST" for details.) The result of this market research will contribute to determining the method of procurement. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. The Government does not intend to make multiple awards. Interested businesses must be able to provide all items. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions via telephone. Refer to section "SUBMISSION DETAILS" for acceptable forms of submissions. DISCLAIMER This Sources Sought is for informational purposes only. This is NOT a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB) to be submitted. This notice does not constitute a Solicitation and shall not be construed as a commitment by the Government to contract for any supply or service. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this notice. No funds are available to pay for preparation of responses. Any information submitted by respondents to this technical description is strictly voluntary. The U.S. Government will not pay for any costs incurred in response to this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Government-wide Point of Entry (FedBizOpps). It is the responsibility of potential offerors to monitor FedBizOpps for additional information pertaining to this requirement. PROGRAMBACKGROUND The Tactical Athlete Performance Center (TAP-C) is a pilot intended to support the Commanding General's Maneuver Performance Triad strategy. The TAP-C is mandated by the Maneuver Center of Excellence (MCoE) Commanding General to enhance the physical strength, performance, and knowledge of future Maneuver leaders. The athletic equipment requested by the Human Performance Office will help equip and create a state of the art fitness facility which can adequately train these leaders for physical optimization. The TAP-C equipment, in conjunction with future TAP-C staff, will train and educate future Army leaders. The equipment will allow staff to educate and train the fundamentals of physical fitness at a basic level, while also addressing typically overlooked components such as strength, agility, explosive power, and tactical fitness. The equipment will also allow trained professionals to evaluate movement patterns of clients, which will enable them to identify and correct deficient clients in order to prevent injury. The contract will promote optimized performance across the Human Dimension spectrum. NON-MANUFACTURER RULE It is the intent of the Government to use the information received from this Sources Sought for market research purposes in order to determine if a solicitation and subsequently, an award (contract) will be made. Due to the intent to award a supply contract, the Non-Manufacturer Rule (NMR) applies. The following information is taken from the Small Business Administration's website: https://www.sba.gov/contracting/contracting-officials/non-manufacturer-rule/non-manufacturer-waivers On a supply contract, a firm must perform at least 50% of the cost of manufacturing the supplies (not including the cost of materials). The NMR is an exception to the performance requirements, and provides that a firm that is not a manufacturer may qualify as a small business on a supply contract set aside for small business if, among other things, it supplies the product of a small business made in the United States. 15 USC § 637(a)(17); 13 CFR § 121.406, 15 USC §§ 637(a)(14), 644(o);13 CFR § 125.6;Federal Acquisition Regulation (FAR) §§ 52.219-14, 52.219-27 ELIGIBILITY The applicable North American Industry Classification System (NAICS) code for this requirement is 339920, Sporting and Athletic Goods Manufacturing, with a Small Business Size Standard of 750 employees. The Product Service Code (PSC) is 7810, Athletic and Sporting Equipment. SUBMISSION DETAILS Interested businesses with potential capacity to provide the required equipment must submit the following in order to be considered: Section 1: Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, identify business size (large business or a small business), and if applicable, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. Section 2: Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. Section 3 (Optional): Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solution solutions. Also contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@mail.mil or 210-466-3015, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the Sources Sought Synopsis. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. Section 4 (Optional): Identify how the Army can best structure these contract requirements to facilitate competition, including competition among small business concerns. Recommendations to improve the Army's approach/specifications/draft PWS/PRS to acquiring the identified items/services.
