Description
SOURCES SOUGHT DRAFT PWS The Defense Human Resources Activity is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in, and the resources for, providing services in accordance with the draft Performance Work Statement (PWS) capable of providing sufficient personnel, management and materials necessary for the Office of People Analytics (OPA), Joint Advertising, Market Research and Studies Program (JAMRS). The work involves survey planning, design and development, conducting and administering surveys, analysis of quantitative and qualitative survey data, production of reports regarding the results of the surveys, identifying target markets, as well as determining prospect market trends and conditions. This notice shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. In addition, it does not guarantee that a subsequent solicitation will be issued. Submission of any information in response to this Sources Sought notice is voluntary and will assist in selecting the appropriate solicitation type/method. Costs associated with any submission shall not be reimbursed by the Government. THE GOVERNMENT IS NOT SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. 1. The proposed NAICS for this effort is 541910, Administrative Management and General Management Consulting Services (size standard $15 Million). Comments on this NAICS and suggestions for alternative codes must include supporting rationale. 2. The Government is specifically performing Market Research to see if there are potential vendors who can provide the following: a. Program support services to include expertise on research-related issues, data management, analysis and interpretation, modeling, briefing creation and delivery, and consultation on policy and management of projects performed by and for the JAMRS Program. b. Provide research design, data processing, and results presentation of online, mail or telephone surveys of youth and adult influencers of youth such as developing survey materials and recommendations on data collection modes, developing sampling and weighting methodologies, and providing high-quality documentation and results. c. Provide market research and policy analysis to include qualitative and quantitative methods to understand youth and influencer attitudes, behaviors and decision processes. d. Perform market segmentation to identify segments that are more or less likely to join the military, assist in developing marketing strategies for different segments, identify potential new markets, and provide customizable reports for locations of interest to the Services. e. Maintain the dmren.org website by providing content for periodic updates and additions to the site. SUBMISSION INFORMATION: A. COVER SHEET - 1 page 1. Vendor name, address, website, Data Universal Numbering Systems (DUNS) Number, and Commercial and Government Entity (CAGE) Code, and company structure (Corporation, LLC, partnership, joint venture, etc.). 2. Point of contact to include e-mail address and telephone number. 3. Type of business, including socio-economic category (Large, Small, 8(a) Participant, Small Disadvantaged Business, HUBZone, Woman-Owned Small Business, Service-Disabled Veteran-Owned Small Business, or Non Profit) 4. If applicable, GSA contract number, schedule. 5. Whether your interest in this requirement is as a prime or sub-contractor. Information describing partnering/subcontracting (if any) in order to fulfill the requirements of a PWS such as this. B. CAPABILITIES STATEMENT & MARKET INFORMATION - no more than 10 pages 1. Please describe your organization's breadth of expertise/competency to respond to the draft PWS. Additional critical information to be provided include(s): a) Describe the number, seniority, and skill set of personnel directly employed by your company that would be available throughout the PoP that would enable you to concurrently perform ten to fifteen research task orders of significant complexity that would require daily attention such as the examples described in the PWS. The requirement necessitates that enough individuals with subject matter expertise be available on any given day in order to problem solve, draft short fuse information requests to congress or senior DoD official, and create briefings simultaneously on multiple projects. b) Include any experience you have working with marketing and outreach for military recruiting efforts. If you do not have experience in this area, provide a detailed description similar efforts that involve marketing for a career at the national level and how you feel that experience could translate to marketing for military recruiting. c) Indicate the level of expertise and history of working with the Department of Defense's Risk Management Framework (RMF). This experience and certification is a requirement. C. BACKGROUND/PAST EXPERIENCE: Identify current clients for whom the Contractor provides market research and survey services and list the specific disciplines provided for each client account. Highlight any survey and labor market research provided to current clients. In addition to any current clients, identify any Government, and specifically Department of Defense clients managed in within past five years. Respondents will not be notified of the results of the sources sought evaluation. The results of this sources sought notice will assist the Contracting Officer in determining whether an 8(a), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Certified HUBZone Small Business, Woman-Owned Small Businesses (WOSB), Small Business set-aside, or full and open competition is an acceptable strategy for this procurement. Responses to this synopsis may be used to aid in establishing realistic, achievable small business participation goals. Interested contractors must be registered in the System for Award Management (SAM) in order to conduct business with the Government. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated with responding will be solely at the interested party's expense. All information received in response to this submission that is clearly marked Proprietary will be handled accordingly. Acknowledgement of receipt of responses will not be made and submissions to this Sources Sought will not be returned. The information provided in this Sources Sought is subject to change and is not binding on the Government. RESPONSE DUE DATE: The Government requests that all responses be returned by 11:00 AM EST on 30 April 2018.
