THIS IS NOT A SOLICITATION ANNOUNCEMENT - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE FIRM FIXED PRICE AWARD TO THE EATON CORPORATION - FOR UNINTERRUPTED POWER SUPPLY (UPS) PREVENTATIVE MAINTENANCE AND REPAIR SUPPORT SERVICES CONTRACT FOR THE ARMY AMMUNITION PLANT, US ARMY LOGISTICS, TECHNOLOGY, SYSTEMS AND SERVICES (ALTESS), RADFORD, VIRGINIA The Mission and Installation Contracting Command (MICC)-Fort Lee, Virginia, intends to award a sole source contract pursuant to the requirements of FAR 6.302-1- soliciting for a single source, exceeding the simplified acquisition threshold. MICC-Fort Lee intends to award a sole source to provide preventative maintenance and repair of the Uninterrupted Power Supply systems to maintain continuity and prevent downtime of backup power and distribution equipment, protects from host threats, including power outages, surges and lightning strikes. Eaton Corporation is the proprietary distributor, located at 8609 Six Forks Road, Raleigh, NC 27615. This contract action with the Eaton Corporation who has proprietary rights to be the sole distributor and training source for the UPS. The anticipated Period of Performance for UPS Preventative Maintenance Contract Services are 12 months from the date of contract award with four (4) 12-month option periods. Period of Performance - 1 April 2018 through 31 March 2019, plus four (4) option years. The (MICC)-Fort Lee, Virginia is issuing this sources sought synopsis as part of market survey in accordance with FAR Part 10 to identify parties capable of providing UPS preventative maintenance and repairs for the existing UPSs, located at Building 450, ALTESS, Radford, VA. This Sources Sought Synopsis is issued for maximizing competition. The applicable North American Industrial Classification System Code (NAICS) is 335311,"Power Distribution and Specialty Transformer Manufacture"; Size Standard: 750 employees. Market Research is being conducted to determine potential business sources for this requirement. All information submitted in response to this notice is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The results of this request may lead to a future synopsis announcement in FEDBIZOPPS as a Request for Quote. Interested sources are invited to respond to this announcement by submitting the following information: 1. Company name and address. 2. Point of Contact with email address. 3. Type of Business: Identify whether your firm is a SBA certified 8(a)m certified HUBZone, VOSB, SDVOSB, SBA certified WOSB, and/or certified EDWOSB concern. For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov. 4. Commercial and Government Entity (CAGE) Code. 5. Additional information which demonstrates the ability to meet the above requirement. Include a copy of your company's SBA profile from http://dsbs/sba.gov and your company's System for Award Management (SAM) printout. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION, and single award MAY be made. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. ELIGIBILITY Minimum size limit for responses is limited to ten (10) pages. Deadline for questions is no later than 1:00 pm EST on Friday 30 April 2018. If you feel your company can meet the needs of the requirement, please provide the following: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, identify business size (large business or a small business), and if applicable, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solutions. Include the subject of the acquisition, this announcement, and the MICC POC information from the Sources Sought Synopsis. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.
