GPG Proven Technology Specifications Detail RFI U.S. General Services Administration Innovative Emerging Technologies Procurement Specifications Request for Information (RFI) ASD03292018 March 29, 2018 A. Introduction Since its inception in 2011, GSA’s Emerging Technologies Proving Ground (GPG) program has evaluated dozens of next-generation building technologies in real-world operational settings, recommending the most promising for deployment within GSA’s real estate portfolio. To aid in the deployment of proven technologies, GPG has created 18 procurement specifications that are based on the performance of these evaluated technologies. Through this Request for Information (RFI), GSA is seeking feedback from industry as to whether these specifications capture salient physical, functional or other characteristics of the referenced technologies that are essential to meeting the minimum requirements of the Federal Government. This RFI is meant to achieve two goals: ● Obtain feedback from industry and any other stakeholders on the proposed procurement specifications. ● Confirm that the proposed specifications permit the broadest field of competition consistent with the Federal Government’s requirements. The benefits of the RFI are expected to be: ● Refined performance specifications that enable GSA to obtain products that meet the minimum requirements of the Federal Government. ● A larger pool of innovative technologies that meet the procurement specifications. ● Enhanced ability of GSA to make sound investment decisions in next-generation innovative technologies. The RFI is described in greater detail below. As explained in section B, Questions for Industry, GSA is seeking feedback on the proposed procurement specifications. Questions for Industry—Feedback on Proposed Performance Specifications GSA is seeking feedback from industry on the proposed procurement specifications. The following information is requested: Company profile: include name and contact information. Technology selection: indicate the technology to which you are responding. Product information: Provide the product name. Indicate whether your product matches the specifications or meets the performance requirements, but not all of the specifications. If your technology meets the performance requirements, but not the defined specifications, what changes would need to be made to the specifications for your product to comply? Include cut sheets and product information or attach links. C. Use of Information Submitted in Response to this RFI and Confidentiality The information submitted in response to this RFI will be used to create performance-based specifications to aid GSA in the procurement of the described innovative technologies and may be shared with other federal agencies. The issuance of this RFI does not guarantee that the Federal Government will, in the end, release these specifications. This RFI is issued solely for information and planning purposes and does not constitute a solicitation for bids, proposals or quotes, and is not to be construed as a commitment by the Federal Government to issue a request for proposals or quotes or to form an agreement or binding contract of any kind whatsoever. The Federal Government will not reimburse respondents for any costs or expenses incurred by respondents in responding to this request. Because information received in response to this RFI may be used to help structure future programs or may otherwise be made available to the public, respondents are strongly advised to NOT include any information in their responses that might be considered business sensitive, proprietary or otherwise confidential. The Federal Government does not guarantee confidentiality of the information received. Although GSA asks that no confidential business information be submitted, it is GSA’s practice to protect the provided information and make it available on a need-to-know basis only to Federal Government personnel and contractors who will be using this information on behalf of the Federal Government. However, GSA cannot guarantee that information, during transmission or while stored in its system or otherwise in GSA’s custody or control or in the custody or control of another federal agency, or their contractors, will be absolutely safe from intrusion by others, and GSA and the Federal Government and their contractors will have no liability whatsoever for disclosure of such information. Non-federal parties given access to responses will be subject to an appropriate obligation of confidentiality prior to being given the access. Submissions may be reviewed by support contractors and private consultants. If a respondent chooses to submit business sensitive, proprietary or otherwise confidential information, it must be clearly and conspicuously marked as such in the response.
