- THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUTE A PRE-SOLICITATION NOTICE, REQUEST FOR PROPOSAL (RFP), OR AN INVITATION FOR BID. THIS IS A MARKET RESEARCH SURVEY PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10. This notice shall not be construed to commit or otherwise obligate the Government to take further action. The submission of capability information in response to this survey is purely voluntary and the vendors shall bear all risks and expenses for any resources used to provide the requested information. The purpose of this Sources Sought Notice is to assist the Department of Energy (DOE) in conducting market research to identity sources of services that meet its requirements, and in accordance with FAR Part 10, to make appropriate acquisition decisions and to gain knowledge of potential sources that are capable of providing the commercial services. DOE is considering competing these requirements using FAR Subpart 19.15, Women-Owned Small Business Program. The DOE encourages qualified woman-owned small businesses (WOSB) to respond to this Sources Sought Notice. DESCRIPTION OF SERVICES DOE Office of Scientific and Technical Information (OSTI) requires commercial services to replace the existing Constant Air Volume (CAV) HVAC and control system with a new Variable Air Volume (VAV) HVAC and control system in DOE Building 1916-T1at 1 Science.gov Way in Oak Ridge, TN. The OSTI facility is approximately 134,629 sq. ft. Commissioning and TAB services will be required as part of the project. The magnitude of this project is estimated between $2,000,000 and $2,500,000. The North American Industry Classification System (NAICS) code is 238220, (Plumbing, Heating, and Air Conditioning Contractors), with a small business size standard of $15.0 Million. INFORMATION REQUESTED: Interested sources should submit a capability statement detailing the company?s ability to perform the services described above and provide answers to the questions below. Standard company brochures may be included with your response. In addition to the company?s capability statement, the response must include the following information for each interested party: 1. Company name, address, point of contact, e-mail address, telephone number, DUNS, TIN, CAGE Code, and any ?Doing Business As Name.? 2. Business type, business size in relation to NAICS code 238220, and identification of socioeconomic procurement program(s) in which the company is eligible to participate (small business, HUBZone, service-disabled veteran-owned, small disadvantaged business, 8(a), woman-owned, and veteran-owned). 3. An indication as to whether the company is domestically or foreign-owned (If foreign owned, please indicate country of ownership). 4. A confirmation that the company is licensed for HVAC, Master Electrician, Master Plumber, and all other trades essential for the performance of this requirement. 5. A confirmation that the company has 3 years or more of experience on similar HVAC projects. 6. An indication as to how long has the company been doing business for HVAC work. 7. An indication as to whether the company would consider work at DOE OSTI which includes the Department of Labor Wage Rate Requirement statute and guidelines. 8. An indication of the company?s bonding capabilities and limits. 9. A confirmation that the company name and address is registered in the System for Award Management (SAM). 10. Three references for work of similar scope and magnitude that the company has performed. Submission of a response does not commit an interested party to submit a proposal. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is not responsible for any entity?s expenses associated with responding to this notice except as an allowable cost under other contracts as provided in FAR 31.205-18, Bid and proposal costs.
