- NOTICE OF INTENT TO AWARD A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase will be made utilizing Simplified Acquisition Procedures: • FAR Part 13.501 (a) for purchases exceeding the simplified acquisition threshold of $150,000. The Naval Research Laboratory (NRL) intends to award a sole source purchase order to Avnet USI of Ft. Lauderdale, FL to furnish: Eighteen (18) Licenses to use Wind River VxWorks Software The Spacecraft Engineering Department has been using the software for well over the past 25 years. A number of programs over that time have performed trades to identify new options and/or alternatives, however, none have proven to work or provide a cost effective alternative. Only single-board computers that are qualified for space applications will meet the requirement. These computers come with a VxWorks board support package that allows the operating system to plug and play with the software currently in use at NRL. To write the board support package for another operating system would not be cost effective to the government or the tax payer, as significant resources would be required to do so. Only this software works with the flight computer vendors and provides the software package during the developmental stages, in addition to the current programs and software NRL is currently using. Only this vendor provides a far more cost effective approach at this time, and to continue to use this vendor would be the most advantageous position for the government and tax payer. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government.
