SMALL BUSINESS SOURCES SOUGHT NOTICE EXPANSION & MODERNIZATION PROJECT AT THE OTAY MESA LAND PORT OF ENTRY SAN DIEGO, CALIFORNIA THIS IS A SOURCES SOUGHT SYNOPSIS FOR SMALL BUSINESS ONLY. It is NOT a request for offers, proposals, quotations, or invitations for bids or proposals. The notice does not represent a commitment by the Government to issue a solicitation or award a contract. The responses will be used for market research to determine the availability and adequacy of potential small business sources. The Government is not obligated to and will not pay for information received as a result of this announcement. The General Services Administration (GSA), Region 9, Acquisition Management Division is conducting a sources sought to seek qualified and experienced small business contractors to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Service‐Disabled Veteran-Owned, Veteran‐Owned, HUB Zone 8(a), Women‐Owned, or small disadvantaged business concerns; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Responses to the information requested will assist the Government in determining whether a set‐aside is possible or whether full and open competitive procedures should be utilized. Any firm that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Anticipated Procurement Requirements The Otay Mesa Land Port of Entry (LPOE) is the third‐busiest commercial land crossing along the United States - Mexico border and one of three land ports located in the San Diego‐Tijuana metropolitan region. The Port was constructed in 1983 and has since seen a steady increase in both commercial and pedestrian traffic. The now outdated facility can no longer support nor enforce the missions of its primary tenant, the U.S. Customs& Border Protection (CBP). To address this growing concern an expansion and modernization project is currently being developed by the GSA. The proposed project will involve both new construction and renovation of existing facilities, and include but is not limited to the following: New construction; - Additional commercial processing booths - Hazardous Materials (HazMat) facilities - 34,000 SF Commercial Annex Building (CAB) - Federal Motor Carrier Safety Administration (FMCSA) inspection canopy - GSA OPTION: 13,000 SF United States Department of Agriculture Plant Inspection Station (USDA PIS) Renovation of the following facilities to expand other Port operations; - Main Building - Commercial Import Building - Commercial Export Building Additional improvements include surface parking in the Export lot, a dedicated Return‐to‐Mexico lane, a new northbound pedestrian ramp, sidewalk improvements to the South Bay Bus Rapid Transportation Center, security updates, and energy and water efficiency updates. The contractor scope of work will include all labor and materials required to provide architectural, engineering, construction, and other related services necessary to successfully complete the project in compliance with all applicable codes. Other services may include site planning, utility relocation, testing and inspection during construction, and commissioning. The project delivery method is expected to be Design‐Build. The current acquisition schedule anticipates a contract award in the last quarter of 2018; however that is subject to change should the GSA deem necessary. Interested small business firms must be able to demonstrate successful experience as a primary general contractor on a minimum of three (3) SIMILAR PROJECTS as defined below: A SIMILAR PROJECT is defined as a project that is similar in size, type and complexity. To qualify as a SIMILAR PROJECT, the project must meet all three elements as further defined here. SIMILAR PROJECT is defined as a project that is similar in size, type and complexity. To be considered similar in size, project(s) must exceed $100,000,000.00 in initial award amount and be completed in the last ten (10) years. To be considered similar in type, project(s) must include new construction and/or major renovation of existing facilities. To be considered similar in complexity, project(s) must include work as the Primary General Contractor performing in an occupied government or other institutional use building. This notice seeks only those small business sources under NAICS code 236220 Commercial and Institutional Building Construction. The small business size standard for this NAICS code is $36,500,000.00 in average annual receipts over the past three years. If you are an interested small business firm, please provide a Written Letter of Interest and a provide all of the following required information: 1. Provide proof (i.e. DUNS number, Central Contractor's Registration printout, certification letter from the Small Business Administration, etc.) that your firm is a Small Business in accordance with NAICS code 236220 (average annual receipts less than $36,500,000.00 for the past three years). 2. Identify whether your firm is an 8(a), Small Disadvantaged Business, Women‐Owned Small Business, HUBZone Small Business, Service Disabled Veteran‐Owned Business, or Veteran‐Owned Small Business. (For additional information on small business concerns visit www.sba.gov). 3. provide a narrative of your firm's experience and include a minimum of three (3) projects that meet the description of "SIMILAR PROJECT" as described above. The narrative shall address the salient features for each project and include a client reference contact for each project, including name, title, address, e‐mail, and phone number. It is the responding firms' responsibility to ensure that client reference contact information is current and reliable. 4. Provide a letter from a Bonding Company certifying that the small business firm has the bonding capacity in excess of $100,000,000 for a single project. All information submitted is subject to verification. Additional information may be requested to substantiate responses. Please note that partial submissions of the required information shall be deemed non‐responsive by the GSA. Each response shall be reviewed by the GSA Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete a proposed procurement based upon responses to this notice is solely within the discretion of the GSA. All information furnished to the GSA in response to this notice will be used for review purposes only. In any Joint Venture or teaming arrangement the Lead Contractual firm must qualify as a Small Business in accordance with NAICS code 236220 in order to be considered under this Sources Sought Notice. All respondents are reminded that at least 15% of the cost of contract, not including the cost of materials, must be completed with its own employees per FAR clause 52.219‐ 14(b)(1) ‐ Limitations on Subcontracting. Interested firms should submit their interest and provide all of the required documentation to this notice to the GSA Contracting Officer, Christopher Lee via email only at christopher.lee@gsa.gov.
