- DRAFT - Sustainment Services Scope of Work - Section C Only 1. PROGRAM: PROJECT MANAGEMENT OFFICE STRYKER BRIGADE COMBAT TEAM (PMO SBCT) 2. SUBJECT: Request for Information / Pre-solicitation concerning the following Stryker Logistics Support requirements: (1) New Equipment Training (NET); (2) Fielding; (3) Field Level Maintenance (FLM); and (5) Field Service Representative (FSR) Support. The purpose of this RFI is to release the DRAFT Scope of Work in order to allow industry the opportunity to review and submit questions ahead of the formal Request for Proposal tentatively planned for release during the 1Q of 2018. The Government intends to conduct a best value source selection based on full and open competition for a single award, Indefinite Delivery / Indefinite Quantity (IDIQ) Contact inclusive of a base year and four option years. All information related to this requirement including pertinent changes/amendments and information will be posted as an amendment to this posting. 3. DESCRIPTION AND BACKGROUND: The Stryker FoV and support contract was originally awarded on 16 November 2000 to General Dynamics Land Systems (GDLS) on a competitive basis to accomplish PM SBCT's mission. Since the Stryker was based on an existing vehicle system design (Light Armor Vehicle or LAV Ill) that was developed at private expense, Section 2320(a)(2)(F)(i), Title 10, United States Code precludes the Army from making release or sale of proprietary technical data a condition of contracting with the Government. 4. FORMAL COMMUNICATION: Any formal communication, such as requests for clarification, discussions, and information concerning this solicitation shall be submitted in writing electronically to the following address: Email to: usarmy.detroit.peo-gcs.mbx.stryker-competitive@mail.mil NOTE: Oral explanations or instructions given before the award of the contract will not be binding. 5. INFORMATION SOUGHT: The Government is seeking industry feedback related to the attached DRAFT Scope of Work (Section C). At this time, only Section C is being released for review and any mention of Attachments and/or Contract Data Requirements List (CDRLs) are for reference only. 6. QUESTIONS AND ANSWERS: A question and answer period is available until 5:00pm Eastern Standard Time, 30 April 2018. Questions and answers will be posted publically as an amendment to this posting. Questions that are received by this office after the deadline will be considered late and may not be answered. In addition to any additional questions your firm may have, please also provide a response to the following questions: a. Ability to surge operations is a necessary requirement. Can you describe your ability to increase and deploy the necessary assets (personnel and material) to support field level maintenance during contingency deployment situations? b. Advanced troubleshooting for system-of-systems scenarios is paramount when maintaining a complex vehicle like the Stryker. For example diagnosing a fault that could be impacted by multiple components if a failure is detected; a person with deep experience in troubleshooting a turret functionality failure could probably troubleshoot any "turret" functionality failure. Can you offer any details on how your company would approach advanced trouble shooting of system of systems? c. Does your company have experience preparing and submitting Cost and Software Data Reporting (CSDR) in accordance with DoD 5000.4M1? 7. DISCLAIMER: Request for Information: PMO SBCT This RFI is for informational purposes only. The information in this notice is subject to change and is not binding on the Government. This is not a request for proposal, does not constitute a solicitation, and shall not be construed as a commitment by the Government to purchase enhancements, hardware or services for the Stryker FoV. Responses in any form are not considered offers and the Government is under no obligation to award a contract as a result of this announcement. Funds are NOT available to pay for preparation of responses to this announcement. Any information submitted by respondents to this RFI is strictly voluntary. Proprietary Information. The United States Government (USG) acknowledges its obligations under the Federal Acquisition Regulation (18 U.S.C. §1905) to protect confidential information provided to the Government. Pursuant to this statute, the USG is willing to accept any trade secrets or proprietary restrictions placed upon data presented in response to this survey and to protect such information from unauthorized disclosure, subject to the following: • Data must be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the Government is clearly notified on what data is proprietary. • Mark only data that is truly confidential. • Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis. Do not submit any classified data in response to this market survey. • Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: "PROPRIETARY PORTION BEGINS" and "PROPRIETARY PORTION ENDS." Disclaimer: The Government is not responsible for the public disclosure of unmarked data received in response to this market survey. Accordingly, the potential offeror shall ensure that technical data provided in response to this market survey shall be appropriately marked (i.e. proprietary) to ensure proper Government handling of the data. Should the USG need to reproduce the protected data for distribution purposes between Governments offices, all such data shall be reproduced with restrictive legends in place.
