- Page 1 of 1 Notice of Intent to Sole Source OCE17-2 Research and Recognition Project Training FBO Notice: 36E77618Q9137_1 The Department of Veterans Affairs (VA), Program Contract Activity Central (PCAC) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only One Responsible Source Available, no other source will satisfy agency requirements. The VA intends enter into a contract with Springer Nature to provide the Springer Publishing Electronic Journal Collection Subscription to the VHA LNO. This service providing access nationwide to a collection of full-text, electronic journals that will build on the enterprise wide availability of knowledge-based resources in the National Core Collection of Online Resources available to all VA staff.includes Training, training materials, and followup meetings with providers. Further making the collection of full text, electronic journals accessible throughout the network through CPRS (Computerized Patient Record System), the VA s Electronic Health Record, to insure consistent access at the bedside for all VHA health professionals and staff. The vendor must provide a single web URL which will provide the VA with a single point of entry to all resources provided. The NAICS code for this procurement is 519130. This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Responses to this notice are due on or before April 13, 2017 at 10:00 AM ET by email to William.henkel@va.gov or Kaylan.grove@va.gov.
