NOTICE TYPE: Solicitation Project Number: 550-16-103 Specification Number: 36C26218B0688 Description: B98 Exterior Ductwork Insulation In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, pursuant to 38 USC 8127(d), this procurement is 100% Set-Aside for Service-Disabled Veteran-Owned Small-Business, (SDVOSB) firms. The SDVOSB must be verified in http://www.vip.vetbiz.gov, to be eligible to submit a bid under this acquisition. Firms must also have current registrations with the System for Award Management (SAM) at www.sam.gov and Vets 100 at http://www.dol.gov/vets/vets-100.html to be eligible for award. The Department of Veterans Affairs (VA) Great Lakes Acquisition Center (GLAC) requires a Contractor to provide all Management, Supervision, Labor, Materials, Equipment, and all other resources necessary to accomplish the Exterior Ductwork Insulation work the campus of the VA Illiana Healthcare System located at 1900 East Main Street, Danville, Il 61832, in accordance with the specifications and drawing specified in the solicitation specification. The Contractor shall perform to the standards of the awarded contract as outlined in the contract as well as the, and applicable Local, State and Federal laws and regulations. The anticipated contract Period of Performance shall be for one seventy-five (75) calendar days after issuance of the Government s Notice to Proceed. The North American Industry Classification Code (NAICS) for the procurement shall be 238220; The Small Business Administration (SBA) size determination for the procurement is $15 million; The Construction Magnitude for the procurement is between $250,000 and $500,000. NOTE: To be eligible for contract consideration offeror MUST fully complete and return the entire Solicitation document. ONLY ONE CONTRACT WILL BE AWARDED IN RESPONE TO THIS SOLICITATION. Submittal of Bids: Electronic submission of bid(s) are not permitted; Bids must be mailed or hand delivered to the address and addressee identified, by the due date and time specified in the solicitation. All bids must be submitted to the attention of the Contract Specialist identified No Later Than the date/time specified. Bids will be received at the Department of Veterans Affairs, Great Lakes Acquisition Center (NCO 12), Capt. James A. Lovell Federal Health Care Center, 3001 Green Bay Rd., Bldg. 1, Rm 329, North Chicago, IL 60064-3048 until the date and time specified. NO FAX/ FACSIMILE SUBMITTED BIDS WILL BE ACCEPTED. All transmittal envelopes or other packaging shall be clearly marked with the solicitation number, offeror s company name and return address. All bids shall be subject to the terms and conditions of the solicitation. Pre-Bid Site Visit: Accordingly, offerors are urged and expected to inspect the site where the work is to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of the contract performance, to the extent that the information is reasonably accurate and obtainable. In no event shall failure of the offeror to inspect the site constitute grounds for a claim after contract award. An organized Pre-Bid Site Visit Conference has been scheduled for Thursday, April 12, 2018 at 11:00 a.m. CST. Notice to Potential Bidders: All bidders who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) website, located on at www.sam.gov. It is desirable that Bidders complete their business Online Representations and Certifications Application (ORCA), prior to submission of bids.
