Description
This is a Synopsis announcement N00024-18-R-4340 to establish the purpose and focus of a Reverse Industry Day. The PMS 312 In-Service Aircraft Carrier Program Office (PEO Aircraft Carriers) at Naval Sea Systems Command (NAVSEA) invites industry participants to a Reverse Industry day (RID). The RID is free to industry and is a unique event where industry representatives present their perspectives to the Government acquisition workforce regarding what industry needs to become active, responsive, and effective participants in the acquisition process for Aircraft Carrier (CVN) maintenance and modernization. The focus of this RID is to: 1) obtain the current state of the industry, its business practices and standards; 2) gain insight into the future of industry business practices and standards and how they are changing; 3) understand how and what items in the Government's acquisition practices, procedures, and related documents affect the ability and willingness of private sector suppliers to expend resources by responding to solicitations; and 4) identify any perceived barriers to participation that may be mitigated, removed, or simplified. Information gathered at this RID will be used by a newly formed PMS 312 Integrated Product Team (IPT) and subordinate Working Groups (WGs) to develop prioritized opportunities and actionable items to improve the planning and execution of CVN maintenance and modernization by the private sector. This RID is not a traditional industry engagement event as there is no specific Government requirement tied to this event. The Government's intent is to provide a venue to foster greater collaboration and open communication with our industry and improve our business practices in the future. Further, the RID is designed to increase transparency, gain industry's perspective and experience in working with PMS 312, and provide our acquisition workforce an opportunity to learn about the issues most important to industry. The Government intends to maintain a continuous dialog with industry after this RID to accomplish follow-up actions in support of the IPT and WGs. PMS 312 requests that industry participants submit specific items for discussion to allow the Government to establish a meaningful agenda and breakout sessions. Examples of possible agenda items include but are not limited to the following: Programmatics - Port loading - Availability Work Package Processes Technical - Navy Standard Items - Change Management Processes Contracting - Efficient/effective contract vehicles - Contract timelines/Timely modifications - Small business concerns - Barriers to competition Please submit agenda topics within 15 days of this announcement, to the Contract Specialist Emily Lonigro via email, Emily.Lonigro@navy.mil, and Contracting Officer Mercedes Thurston via Mercedes.Thurston@navy.mil, with the subject entitled ‘CVN Maintenance and Modernization Reverse Industry Day'. Date, time, and location of the Reverse Industry Day is anticipated to be within 45 business days of this announcement and will be posted to FBO. This synopsis is being posted to the Federal Business Opportunities (FBO) page located at https: www.fbo.gov. FBO is the single point of entry for the posting of special notice and solicitations to the Internet. This is a special notice for market research and planning purposes only. Any Information submitted by interested parties is strictly voluntary, and no monetary compensation will be provided for response preparation. This Special Notice does not constitute a Request for Proposal (RFP) and shall not to be construed as a commitment by the Government to issue a contract or order.
