- ***This is a request for interested parties only, this is NOT a request for proposals*** This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. This sources sought synopsis is in support of market research being conducted by the General Services Administration to identify small business contractors to perform Exterior and Interior Landscaping Care Services at two government owned facilities. Provide "Exterior and Interior Landscaping Care Services" at the US Federal Building and Courthouse Plaza (MN0092ZZ), 300 South 4th Street Minneapolis, MN 55415 and Interior Landscaping services only at the Warren E. Burger US Federal Building and Courthouse (MN0087ZZ), 316 South Robert Street, Saint Paul, MN 55101. A contractor would be tasked with providing performance based Exterior and Interior Landscaping Care Services to maintain the building appearance. The work includes, but is not limited to: Exterior and Interior Landscaping and related services; Landscaping maintenance will be performed during the growing season on a cycle approved by the COR to maintain the outside area in a neat and clean manner; Basic Landscaping Maintenance includes trimming mounds, edging, mulching, pruning, watering, weeding, pest and disease control and plant maintenance; Mounds and plaza will be well maintained and free of trash and weeds; Walkways, landings, and steps will be free of trash and weeds. Shrubbery, trees and other landscaping will be pruned to maintain a well-groomed appearance and be free of deadwood, suckers, litter and weeds. Fence areas, turf areas, sidewalks, gutters, roadways and other surfaces included in the maintenance area shall be free of leaves, litter and other debris. The Contractor shall be responsible for performing all work under this contract in accordance with all Federal, State, County, City laws and codes, and follow the more stringent of them. In addition to compliance with these laws, the Contractor shall follow all applicable standard industry practices including, but not limited to: Occupational Safety and Health Act (OSHA). The Government will use the information obtained from this sources sought to determine the best acquisition strategy for this procurement. The resulting solicitations for these services will be procured under North American Industry Classification Systems (NAICS) Code is 561730 and an awarded contract will include two locations each, as described above. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Those wishing to identify their capability to provide the aforementioned services, at both locations simultaneously, should respond to this announcement via email to matthew.schmidt@gsa.gov no later than Wednesday, April 11, 2018 at 3:00 PM Central.
