- The Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Enhanced Expeditionary Engagement Capability (E3C) Project, Office of Naval Research is releasing this special notice to inform interested parties of an industry day for the Moving Target Artillery Round (MTAR) Program. This industry day is to inform the public of the need for novel prototype development of Moving Target Artillery Rounds (MTAR), an extended range guided projectile capable of engaging stationary and moving targets, both land and sea, including engagements that preclude access to the Global Positioning System (GPS). The MTAR program is in a pre-acquisition phase, focused on technology maturation and demonstration. Inert and live fire flight tests will be used to demonstrate maturity of the system as a prerequisite for transition to a planned program of record within the Portfolio Manager Ground Combat Element Systems at Marine Corps Systems Command. MTAR shall be a full caliber projectile fired from the M777A2 towed Howitzer, without modifications to the gun or the Modular Artillery Charge System (MACS) propelling charges. Key features include extended range, effectiveness against moving targets, precision guidance and navigation without GPS, subsystem modularity, subsystem maturity, weapon system compatibility, restricted altitude, all-weather capability, reduced time of flight, and affordability. This is not a Request for Proposal or Request for White Papers. This Special Notice is to cordially invite industry partners to attend the Industry Day to be held: Date: 13 APRIL 2018 Industry Day Schedule: 0830 - 0900: Registration and one-on-one session sign ups 0900 - 1000: MTAR Program Overview 1000 - 1500: One-on-one sessions (sign up times confirmed during registration) Location: Hyatt Regency Crystal City, 2799 Jefferson Davis Highway, Arlington, VA 22202 The goals of this Industry Day are to identify potential offerors, familiarize participants with the performance specifications for MTAR and other guidance documentation, clarify questions from the initial submission of the topic, and promote understanding of the proposal requirements. This industry day will take place on Day 3 (13 APRIL 2018) of the National Armaments Consortium (NAC) General Membership Meeting (GMM). Additional information about the GMM can be found at nac-dotc.org. The Government intends to release a Request for Ordinance Technology Initiatives (ROTI) through the Defense Ordinance Technology Consortium (DOTC) to the National Armaments Consortium (NAC) inclusive of this technology gap. The Industry Day is open to all U.S. based DoD contractors. A NAC membership will be required to respond to the ROTI but is not required to attend this Industry Day. In addition to the Industry Day, interested parties may sign up for one-on-one sessions, lasting no more than twenty-five (25) minutes to obtain clarification on any information provided during the course of Industry Day. These sessions may also be used for company proprietary capability briefs relevant to this emerging requirement. Specific MTAR program one-on-one sessions will be scheduled during the MTAR Industry Day on 13 April 2018. Further instructions on the one-on-one sessions will be given at the introduction of the Industry Day. The Industry Day will be unclassified. All attendees are required to be a U.S. Citizen and be employed by U.S based DoD contractor. NAC Members attending the NAC GMM will have their credentials validated during the GMM registration process. NAC members not attending the GMM and Non-NAC members who are interested in attending the industry day are required to validate U.S. Citizenship at the meeting via a U.S. Passport or a combination of a U.S. based birth certificate and valid U.S. based Driver's License. Non-NAC member companies need to submit a copy of their companies valid DD2345 (required to access unclassified technical data that is under the control of the U.S. Department of Defense) to Carlos Rivera-Borrero, MTAR IPT Lead, carlos.riveraborrero@navy.mil.
