- The Food and Drug Administration (FDA) intends to award a Sole Source firm-fixed price purchase order to Mesa Laboratories, Inc. (Mesa Labs), at Lakewood Manufacturing Facility, 12100 W 6th Ave, Lakewood, CO 80228, in accordance with the authority under FAR Part 13.106-1(b)(1)(i). This procurement is being conducted under simplified acquisitions procedures in accordance with FAR Parts 12 and 13. The NAICS code is 811219 - Laboratory instrument repair and maintenance services. FDA's Arkansas Laboratory Microbiology Branch has a requirement for the service and maintenance of a Temperature Monitoring System manufactured and supported by Mesa Labs. Temperature is an analytical parameter that influences the outcome of many methods utilized in the regulatory laboratory. As such, it is critical that the laboratory accurately document the performance of numerous instruments in the laboratory with regard to temperature stability. Arkansas Laboratory uses the Mesa Labs (formerly TempSys) CheckPoint © by Mesa Laboratories, Inc. (CheckPoint) automated wireless temperature monitoring system to meet requirements for monitoring analytical critical control points in accordance with its ISO/IEC 17025 accreditation along with AOAC International guidelines and Office of Regulatory Science (ORS) Quality Management System. Each of the temperature probes comes with a unique snap calibration connector that only fits Mesa Labs' wireless transmitters. Because this system is proprietary, all calibration of temperature probes must be performed by CheckPoint personnel. Mesa Labs is the only authorized calibration laboratory certified by the Perry Johnson Laboratory Accreditation, Inc. to provide calibration services for CheckPoint System's probes. A service agreement is required to maintain the system, troubleshoot, and provide calibrated probes annually for this wireless temperature monitoring system. No other vendor can provide this service and maintenance without voiding warranties currently being honored by Mesa Labs. For these reasons, an award to Mesa Labs is intended. This notice is not a request for competitive quotes. However, any party that believes it is capable of meeting the requirements as stated herein may submit a written response, i.e. capability statement, which clearly supports and demonstrates its ability to perform the requirements. Any response shall be received by the response date and time of this notice. Any response shall undergo review to determine if it can meet the requirements. A determination by the Government not to compete this proposed contract based upon a response to this notice is solely within the discretion of the Government.
