- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE. The NCO 12, Great Lakes Acquisition Center, 115 S. 84th Street, Suite 101, Milwaukee, WI 53214, is performing market research to determine if there is a sufficient number of qualified: (1) Service Disabled Veteran Owned Small Business (SDVOSB); (2) Veteran Owned Small Business (VOSB); or (3) Small or emerging small business firms, or (4) Large business firms, to provide a BRAND NAME or EQUAL Alertus Emergency Notification System for the Captain James A. Lovell FHCC in North Chicago, Illinois. FHCC is a 94-acre 50 building campus. This is an enterprise software solution for overriding computer displays across the network with critical alert messages. The system solution shall provide an expandable emergency management platform, unified mass notification, in-building notification, and outdoor notification to the FHCC population. Specifications / Salient Characteristics: Brand Name or Equal Alertus Notification System: Qty. 3 - High Power Speaker Array (HPSA) - 600 to 800 Watts (each HPSA shall have x4 150 to 300-Watt aluminum directional speakers). Qty. 2 - High Power Speaker 100 to 300-Watt Self Amplified. Qty. 1 - Outdoor Horn Style Speaker with text to speech. Qty. 5 - Mass Notification Control Qty. 1 Alert Beacon, Power Over Ethernet Qty. 1 Notification System Qty. 1 - Deployment service of the solution (including possible procurement of physical server). Statement of Work: Background: An enterprise software solution for overriding computer displays across the network with critical alert messages. The software shall consist of two elements: server application and client. When an alert is initiated, targeted client computers shall be overridden with a full screen alert containing the FHCC logo and custom text notification. Recipients shall be able to click an acknowledgment button at the bottom of their screen to close the alert and simultaneously provide acknowledgement to safety officials who originated the notification. Otherwise, alert messages shall be displayed until expiration or cancellation. This also includes a Big Voice capability that shall cover the complete FHCC campus area. Scope: Alert beacons are required as they attract attention with sounder and flashing strobes, while a large text display informs building occupants of the emergency and instructs them how to respond. The units shall be wall-mounted in high visibility areas, such as lobbies, front offices, prominent spaces, and by elevators and stairways. Alert Beacons shall be zone abled to enable safety officials to notify specific areas, buildings, and corridors. The solution shall be: Reliable: Not dependent on congested cellular or the internet; Field proven durability. ADA Compliant: Warns deaf and the hard-of-hearing. Unobtrusive Design: Blends in when not in use. Connects to Peripheral Devices: LED Signs, Text-to-Speech, electronic door locks, or other external equipment to extend functionality for any location requirement. Redundant Communication Capable: Receives notifications from the on premise server through one or multiple pathways: Ethernet (Standard), WiFi, FM Radio Subcarrier, or RF Paging. Interoperable: CAP and available API at no cost The emergency notification system shall provide instant activation and control of all enterprise notification modalities throughout the FHCC campus. All products shall be integrated and work together to form a cohesive system that provides immediate, comprehensive emergency notification coverage. To include Fire Alarm, Desktop and Big Voice capability. The emergency notification system shall be designed with integration in mind, capable of complementing or expanding existing emergency mass notification components. The system software shall be certified to be behind FHCC firewalls. Performance Monitoring: Contract performance calls for purchase and delivery of noted items which will be monitored by the FHCC point of contact with the support of appropriate in-house specialists and technicians. These technicians will routinely sample units; reporting findings to the point of contact. The selected contractor must fully support this process. After successful demonstration, the point of contact COR will certify that the work was completed in accordance with the contract. All interested firms who can meet the requirements stated above should respond, in writing, INCLUDING ALL THE FOLLOWING: 1. Company name. 2. Address. 3. Point of contact (name/title/telephone number/e-mail address). 4. FSS / SEWP Contract number, if applicable. 5. DUNS number. 6. Tax ID number. 7. Indication of which business category (SDVOSB, VOSB, Small Business or Large Business) for which the organization qualifies. 8. A capability statement that addresses the organizations qualifications and ability to provide the requirement depicted above. 9. Documentation from manufacturer (i.e. correspondence from manufacturer) of your firm being an authorized distributor for the manufacturer. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Systems for Award Management (SAM) database prior to award of a contract. The Government will use responses to this notice to make an appropriate acquisition decision. This is the only notice; no other copies of this notice will be provided.
