NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA Ship Thomas Jefferson requires Engineering Support through Kongsberg Field Service Engineering to perform system installation and commissioning of the Kongsberg EM2040 MultiBeam Echosounding Systems on the two Hydrographic Survey Launches assigned to the ship. This is a mission critical piece of equipment. This service will be provided by Kongsberg Underwater Technology at 9210 33rd Ave. West, Suite A. Lynnwood, WA 98036 Kongsberg Underwater Technology is the Original Equipment Manufacturer (OEM) for the EM2040 MultiBeam Echosounding Systems. Kongsberg Underwater Technology does not have any exclusive agreements with any other vendor for the installation and the commissioning of their equipment in the USA. Therefore the government intends to negotiate directly with AML avoiding unnecessary mark ups, delay, warranty, and delivery issues. The requirements are as follows: Provide and deliver to NOAA Ship THOMAS JEFFERSON the following: 1.Provide Kongsberg Field Service Engineering support to perform installation and commissioning of new EM2040 Multibeam Echosounding systems on 2 Hydrographic Survey Launches assigned to NOAA Ship THOMAS JEFFERSON. a.Install transducers in accordance with approved drawings and design specifications in the hull of the Hydrographic Survey Launches in a manner which creates the least acoustic interference to the sonar system when the launch is performing hydrographic survey operations. b.Install Processing Units and Hydrographic Workstation in a standard 19" equipment rack located in the cabin of the launch. c.Make all electrical and data connections/interfaces such that the system will operate normally and function within design characteristics. d.Perform necessary tests and provide a report to NOAA of the test results and a professional analysis of the conditions found and any recommendations associated with the conditions found. e.Perform a Patch Test to validate the operational condition of the systems and to confirm accuracy and validity of acoustic data collected by the system. Provide Patch Test results to NOAA indicating proper functioning and alignment of the systems. 2.Provide the latest versions of technical documentation, Operator's Manuals/Guides, and Release Notes for all licensed Kongsberg MBES and systems and associated software products in use on NOAA Ship THOMAS JEFFERSON Hydrographic Survey Launches. The Government is not aware of any other authorized vendors that can provide this specialized service while also meeting all of the requirements/concerns listed above. The intended procurement is to acquire Kongsberg Field Service Engineering support to perform installation and commissioning for new systems being installed on two Hydrographic Survey Launches assigned to NOAA Ship THOMAS JEFFERSON. The Government intends to acquire this part under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Kongsberg Underwater Technology, under the authority of FAR 13.106-1(b)(1)(i). The North American Industry Classification Code (NAICS) for this acquisition is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with a business size standard of 750 employees. This is not a solicitation for competitive quotes. However, if any interested party that is an authorized service provider/ center, and can provide the above requirement, at no additional mark ups, without compromising manufacturing, delivery and warranty may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 5:00 PM EST on April 11, 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required item. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Alexander Cancela at alexander.cancela@noaa.gov by 5:00 PM EST on April 11, 2018.
