- Description
- This requirement is for a contractor to provide a non-personal service to upgrade existing iFix software to Version 5.9 and provide technical services required to maintain the control system associated with the Industrial Wastewater Treatment Plant (IWTP), located at ANAD, for a period of a Base Year plus One (1) Option Year. The control system includes hardware and software. The hardware is primarily composed of field instrumentation (e.g., probes and sensors), control devices (e.g., programmable logic controllers [PLCs] and motor starters/drives), human-machine interfaces, and networking components. The software is primarily PLC ladder logic and Supervisory Control and Data Acquisition (SCADA) software, currently Rockwell Automation’s RS Logix 5000 and General Electric’s Proficy iFix, respectively. For the purposes of this contract, the IWTP is understood to include the associated buildings/equipment for the main treatment plant, Building 505A Lift Stations, and Building 506/506A Pretreatment. All buildings and equipment are located within the boundaries of Anniston Army Depot (ANAD). The technical services to be provided under this contract are periodic maintenance, troubleshooting, repair, upgrades, and minor modifications of the control system. This is an unrestricted, full and open, procurement. North American Industry Classification System Code is 221320 and the associated size standard is $27.5M. This solicitation will be issued electronically in accordance with FAR 4.502, and 5.102(a); therefore hardcopies will not be provided. Proposals submitted must be in electronic format as stated in the solicitation. Vendors wishing an electronic copy may download on or after the issue date by accessing the following address via the Internet: https://www.fbo.gov/. Estimated issue date is 28 March 2018. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is, in fact, unable to maintain a bidder’s mailing list. It is therefore incumbent upon any interested parties to periodically access the above Internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal non-responsive and result in the rejection of your proposal.
