- Attachment 3_Fighter Aircraft Capabilities Attachment 2_Sortie Estimate Attachment 1_Aircraft Performance Requirements Sources Sought Questionnaire The Government is issuing this Sources Sought Synopsis as part of market research for Commercial Air Services requirement at China Lake, California. The primary purpose of this notice is to identify interested firms for information and planning purposes only. ALL businesses are encouraged to respond. The anticipated NAICS Code for this procurement has changed from 481219 to 488190 with a Small Business Size Standard of $32.5 million. The Product Service Code is anticipated to be V121. Description: NAWCWD Code 491D00D is seeking information on the capabilities of interested contractors. Background: The NAWCWD Code 491D00D is tasked to execute software development and testing. To complete this tasking testing with representative target aircraft vehicles is required to ensure those features modified or incorporated into existing weapons systems operate/function per the specification. Period of Performance (Estimated): January 1, 2019 - December 31, 2023 Limitations: Certification by PMA 226 and Air 4.OP Required Security Requirements: Possess DD254 Summary: NAWCWD's intent is to obtain commercial air services, target aircraft (3rd and 4th generation fighter aircraft, magic bus and short bus), to be utilized in the flight testing of future updated software configuration sets in the FY19-FY23 time frame. Interested parties are requested to complete the attached "Sources Sought Questionnaire" and return it, via email, to Caitlan.Johnson@navy.mil and Henry.Frohlich@navy.mil no later than 10 April 2018. Should you have issues assessing any of the four attachments (Sources Sought Questionnaire and Attachments 1 - 3), please contact Caitlan.Johnson@navy.mil to request a copy. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This Sources Sought Synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. The United States Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Fax submissions and telephone conversations in response to this Sources Sought WILL NOT be accepted. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing Sources Sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
