Sources Sought (Activation ENC EQ100 Diesel Tanks) Page 1 of 2 This Sources Sought Notice is issued for information and planning purposes only. This is not a solicitation or a request for proposal. An award will not be made on offers received in response to this notice, and it shall not be implied the Government is committed to providing any solicitation or award following this notice. The Government will not pay for any information received in response to this request, nor will the Government compensate a respondent for any costs incurred in developing information provided. Responses shall be submitted to kurt.tanny@va.gov by 4:00pm EST on Friday, March 30th, 2018. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential sources of supply, including but not limited to; Small Business, Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Own Small Business (SDVOSB) contractors relative to the North American Industry Classification System (NAICS) Code 332420. Department of Veterans Affairs, Network Contracting Office 19 (NCO19) is seeking responses to this request for information from interested, capable firms that can meet the requirements set forth; Summary: The general requirement is for the procurement of two (2) UL 2085, 300-350 gallon independently functional fuel storage tanks. Tanks shall be supplied with hose/nozzle/pump/etc. Additionally, tanks will be equipped with an electronic/keypad fuel management / security system. Contractor will: OFFLOAD NEW ABOVE GROUND TANKS ONTO TANK PAD / DESIGNATED AREA AND TEST TANKS. VEDDOR WILL PROVIDE/COORDINATE CRANE TO OFFLOAD TANKS. SUPPLY AND INSTALL ALL QUOTED TANK TOP EQUIPMENT ONTO BOTH TANKS. NOTE: PUMPS/METERS ARE NOT REQUIRED TO BE WEIGHTS AND MEASURES CERTIFIED SUPPLY AND INSTALL A NEW REMOTE FILL BOX ONTO EACH TANK AND PLUMB ALL FILL PIPING AND FITTINGS AS NEEDED. GOVERNMENT ELECTRICIAN WILL COMPLETE ALL CONDUIT/CABLE RUNS FOR NEW TANK TOP PUMPS, BRING POWER UP TO THE TANKS WHEN COMPLETED WITH INSTALLATION. SUPPLY INITIAL FUEL TO TANKS TO VALIDATE INSTALL/TEST. START FUELING SYSTEM UP PRIME PUMPS AND TEST FUNCTIONALITY OF FUEL SYSTEM AND CONFIRM NO LEAKS. APPLY ALL PROPER SIGNAGE ON TANKS AND FILL. CONCRETE BARRIERS AROUND TANKS WILL BE GOVERNMENT RESPONSIBILITY CLEAN UP MATERIAL/DEBRIS AND DISPOSE OF. Equipment List required (or, as equivalent) AST UL2085 TANK 300-350G 2-HOUR FIRE RATED TANKS W/INTERIOR POXY LINING. TANK/PRESSURE/EMERGENCY VENT AST SHUTOFF VALVE/EMERGENCY SHUTOFF CAPS/FITTINGS/VALVES AS NECESSARY FILL PUMP 115VAC, 15 GPM MIN FLEX-STEEL HOSE/NOZZLE/FITTINGS/ETC FUEL METER INTERSTITIAL GAUGE/MONITOR DECALS/SIGNS AS REQUIRED PV100-M2 OPW PETROVEND FUEL MANAGEMENT SYSTEM KEYPAD ENTRY AT LEAST 50 USERS Responding companies shall include any relevant information (specifications, cut sheets, brochures, capability statement, past experience etc.) confirming their ability to supply product with the salient characteristics outlined in this request. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. This notice shall not be construed as a commitment by the Government to issue a solicitation, or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.
