- The Government anticipates a competitive method of contracting. The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. There is no bid package, solicitation, specification or drawings available with this announcement. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you chose to submit a package, clearly identify the NPS PMIS No. VICK 209256A, confirm your socioeconomic status: (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, Small Business) and your DUNS Number. Your capability information should be 15 pages or less (including the bonding letter indicating your bonding capacity per contract and total) and be SPECIFIC to the scope provided. Interested contractors are encouraged to provide customer point of contact information including email and telephone (for example, contracting officers, project managers ) provide description of past projects (preferably same or similar past projects), contract numbers, dollar amounts, time frame, duration, location and any other pertinent information. You must also provide a letter from your bonding company verifying your bonding levels per contract, total, and remaining capacity. Your response is due no later than 6:00 pm Eastern Time April 13, 2018. All firms must be certified in SAM. Responses shall be submitted by email only with a subject line containing " VICK 209256A " to the following email addresses: albert_omara@nps.gov carmen_clarke@nps.gov Please refer to the SBA rules regarding HUBZone firms effective October 1, 2011. Please note there is no additional information to be provided at this time. Analysis of the quantity and quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Estimated Project Dollar Magnitude: Between $1,000,000 and $5,000,000 Estimated Period of Performance: 365 calendar days – July 1, 2018 – July 1, 2019 Project Description: The project consists of the construction of a soldier pile wall on a slope to the north of the Texas Monument and Railroad Redoubt Earthworks in the Vicksburg National Military Park in Vicksburg, MS. At the base of this slope is an active rail line owned and operated by Kansas City Southern Railway. The new soldier pile wall is approximately 320 feet in length and as much as 20 feet in height. Purpose of project is to construct a retaining wall to prevent soil erosion and prevent the Texas State Memorial from collapsing down the slope and onto the railroad tracks. The project site will be within an active National Military Park with an active Railway abutting an edge of the construction zone. Interested contractors must address the following technical skills and experience in their responses to this sources sought notice: Seeking a construction contractor that has performed work similar in scope and price magnitude to work described above. Interested vendors shall submit examples of experience/past performance on similar projects in scope and magnitude that occurred within the past 7 years. Projects cited should demonstrate that the Contractor has the technical capability, skills and experience to successfully complete the above described work including the following: a. E arthwork stabilization within a culturally significant landscape b. Coordinate phasing to allow for construction on adjacent to an active railway and utilization of construction methods to ensure limited disruption due to railway traffic. c. Successful completion of projects with a similar soil type and constrained construction site. d. Ability to execute projects on public lands where restricting public access is challenging. e. Site improvements that include grading, paving, concrete, furnishings, fencing, lighting, and landscape within a National Historic District.
