- Statement of Work- In-line chillers and Automatic Winding Hose Reals SOURCES SOUGHT F-35 In-Line Chiller and Hose Modification, Production, and Installation SOURCES SOUGHT SYNOPSIS: Solicitation Number: Notice Type: FA8224-18-R-F35Chillers Sources Sought/Industry Day/Site Visit Synopsis: An Industry Day/Site visit will be held at Hill Air Force Base, UT on 17 April 2018 at 9:00. Each company may send a maximum of two individuals. Interested Vendors must contact Alysha Caldwell at alysha.caldwell@us.af.mil (801)775-3843 No Later Than (NLT) 10 April 2018 by close of business with the following information for each attendee: 1: Name 2: Drivers License number and state of issue 3: State if you currently have or do not have base access Any questions prior to the site visit must be submitted in writing to Alysha Caldwell NLT 16 April 2018. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. Any information submitted by respondents to this sources sought synopsis is voluntary and will not be returned. The Government will not reimburse any costs incurred or associated with the submission of information in response to this notice. 1. Purpose: The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 238220 Plumbing, Heating, and Air-Conditioning Contractors with a corresponding size standard of $15,000,000. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: This Sources Sought Synopsis is published for market research purposes only, to identify potential sources capable of providing services for Hill Air Force Base (HAFB). There are twenty five F-35 Operator Control Consoles (OCCs) that are located in Buildings 225 (Appendix D) and 233 (Appendix E). The OCCs have controlled air-conditioning and hydraulic plumbing that pass through them. The OCC air-conditioning outlet is connected to a Portable Inline Chiller Unit (PICU) that is used to reduce the air conditioned temperature of 75-55°F even lower at the aircraft point of use. The hydraulic hoses used for testing are stored on a metal frame stand and wound and un-wound by hand when needed. A requirement is needed to reconfigure the PICU to a permanently Mounted Inline Chillers (MIC) and build new MICs from scratch near each OCC. In the same area as the MIC, the hydraulic hoses need to be converted to Auto Wind Hose Reels (AWHR). Once this requirement is solidified a formal request for proposal (RFP) will be released, this will be on a future date not yet determined. The Draft Statement of Work with the program details is under the attachment name SOW In-Line Chillers. The proposed Contract Line Item Schedule is as follows: 0001: Design and Prototype of Mounted In-line Chiller (MIC)- 1 Each- Firm Fixed Price (FFP) 0002: Design and Prototype of Modification of Portable In-Line Chiller Unit (PICU) to a MIC-1 Each- FFP 0003: Design and Prototype of Automatic Winding Hose Reel (AWHR)- 1 Each- FFP 0004: Design and Install of Chillers and Hose Reels- 6 Each (est)- Cost Plus Fixed Fee or Time and Materials- 0005: Mounted In-Line Chillers (new unit production)- 2 Each (est)- FFP 0006: Mounted In-Line Chillers (Modification of PICU)- 2 Each (est)- FFP 0007: Automatic Winding Hose Reels- 5 Each (est)- FFP 0008: Data- Not Separately Priced With up to four (4) 12-month Options, CLIN's as follows: 1001-4001: Design and Install of Chillers and Hose Reels- 5 Each (per option year)- CPFF or T&M 1002-4002: Mounted In-Line Chillers (new unit production)- 3 each (per option year)- FFP 1003-4003: Mounted In-Line Chillers (Modification of PICU)- 2 Each (est) (per option year)- FFP 1004-4004: Automatic Winding Hose Reels- 5 Each (per option year)- FFP 1005-4005: Data- NSP Responses to this sources sought synopsis should include the following business information in addition to the capability statements: 1) Sources Sought Number 2) Company Name 3) DUNS Number or Cage number and is it active in the System for Award Management (SAM) database to be eligible for award. 4) Company Address 5) Company Points of Contact, Phone, FAX, and Email Address. POC's should include individual(s) who is(are) duly authorized in managing any/all technical issues and/or questions, and individual(s) who is(are) authorized in managing any/all contractual issues and/or questions. 6) Business size (i.e. small business, large business) 7) Provide a brief description, no more than 12 pages in total, of your company's past experience on previous projects similar in complexity to this requirement to include: a) Demonstrate your company's capabilities and experiences within the past three years on Air Conditioning chilling and Auto Wind Hydraulic Hose Reel systems similar in complexity to those referenced in this requirement. List experiences with reducing air conditioned air (75-50°F) with back pressure of 5.50 psig and airflow rate around 46.5-60 lb./min down to 51-34°F at point of use. b) Demonstrate your company's capabilities with constructing, building and integrating equipment in tight spaces around daily sensitive production operations. c) Demonstrate your company's capabilities and experiences in producing "Build-as-is data package" for new designed equipment. d) Are there any requirements in the SOW that prevent your company from performing all tasks? If so, then provide the recommended changes. e) Has your company sold chillers similar to those described in the SOW to the commercial industry? f) Please provide any recommendations on the proposed CLIN structure and contract types listed above. 8) If there any questions that should be asked with regards to the requirement please feel free to provide them as well.
