Description
Information related to this requirement was previously posted under sources sought notice: MK 41 VLS Industry Day with the solicitation number N00024-16-R-5372. Please refer to this solicitation notice (N00024-18-R-5380) for the most current documents and information. The Naval Sea Systems Command (NAVSEA) intends to issue a competitive solicitation for the FY18-22 MK 41 Vertical Launching System (VLS) Canister Production Contract for MK 13 Mod 0, MK 14 Mod 2, MK 15 Mod 1, MK 21 (Mod 2, Mod 3, and Mod 4), MK 25 (Mod 0 and Mod 1), and MK 29 Mod 0 canisters, ancillary hardware, spares, and associated support equipment in support of US Navy, NATO SEASPARROW Missile Consortium, and Foreign Military Sales (FMS) requirements. Additionally, the Offeror will be required to upgrade, renew, refurbish and/or repair the canisters listed above, as well as MK 14 Mod 1 and MK 15 Mod 0. The Canisters are utilized in the MK 41 Vertical Launching System. The Canisters serve as missile shipping containers (when configured with the Packaging, Handling, Storage and Transportation (PHSandT) equipment) and launch tubes (when loaded into VLS Modules). The Canisters provide missile environmental protection, structural support, hazard monitoring and rocket motor exhaust gas containment. NAVSEA intends to award one Firm Fixed Price (FFP) contract via full and open competition. Requirements include, but are not limited to, production of canisters, as well as design, fabrication and/or procurement and assembly of all special tooling, test equipment and gauges required to manufacture, assemble, test and inspect MK 41 VLS Canisters, ancillary hardware, and associated support equipment. This contract will include a FY18 base and four options FY19-22. IMPORTANT: To be considered for contract award, all offerors must be a United States (US) company or an independent US subsidiary. However, subject to the applicable laws, regulations, and the terms of the solicitation, foreign contractors may act as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations and requires the issuance of an export license by the U.S. Department of State. This pre-solicitation notice is being issued electronically via Federal Business Opportunities (FBO) at http://www.fbo.gov. Hard copies of the solicitation will not be provided or mailed. Interested parties should monitor the FBO page for release of the solicitation. Any solicitation or applicable amendments to this pre-solicitation synopsis will be issued electronically via FBO. The Government is under no obligations to maintain a bidder's mailing list.
