- SOLICITATION NUMBER: NB184000-18-01404 AGENCY: National Institute of Standards and Technology NOTICE TYPE: Special Notice JOFOC STATUTORY AUTHORITY: FAR 13.106-1(b)(1) -------------------------------------------------------------------------------- SYNOPSIS: The National Institutes of Standards and Technology (NIST) hereby provides notice of its intent to award a sole-source, firm fixed price purchase order to Gaussian, Inc., 340 Quinnipiac Street, Building 40, Wallingford, CT 06492-4050, for the purchase of an upgraded Gaussian 16 site license (including Linda 9). The order is expected to be awarded under FAR 13.106-1(b)(1). The US Department of Commerce (DOC) National Institute of Standards and Technology (NIST) use Gaussian Software for electronic structure programs. The Gaussian software is one of the most widely used codes for computations in quantum chemistry. This software has been in use at NIST for more than 20 years. A number of NIST's projects and database projects rely on this software and its unique capabilities. Among these are access to the latest density functional theory (DFT) methods such as MN15 and PW6B95D3, access to the PM7 semi-empirical method, analytical gradients for time-dependent Hartree-Fock and DFT methods, and the ability to compute vibrionic spectra. NIST currently uses Gaussian 09 and Linda 8. Gaussian 09 and Linda 8 does not take advantage of new hardware such as NVIDIA K40 and K80 GPUs on Linux systems. Gaussian 9 also does not take advantage of parallel performance on larger numbers of processors found in newer computers. NIST has determined that an upgrade to Gaussian 16 and Linda 9 is needed to fulfill its mission. Minimum Requirements: Contractor shall provide: •Gaussian 16 Site License source for All machine types (UNIX, Linux, Mac OS X) •Gaussian 16 Site License binary for All machine types (UNIX, Linux, Mac OS X) •Linda 9 license for Linux (Upgrade from Linda 8) All software shall be provided on CDROMs or DVDs. The North American Industry Classification System (NAICS) code for this acquisition is 511210 - Software Publishers, with a small business size standard of $38.5 million dollars. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov. INSTRUCTIONS: All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Karen Armstrong by email at karen.armstrong@nist.gov, no later than 12:00 p.m. Eastern Time on Friday, March 30, 2018. Fax inquiries will not be accepted. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
