- TITLE: Tactical Combat Casualty Care Simulation (TC3 Sim) Web Hosting and Enhancement Development, Orlando, Florida. Notice of Intent to Award Sole Source Procurement: As part of ongoing market research to verify that no other sources can meet the requirements, a Sources Sought Notice (SSN) was released on 17 JAN 18 through the Simulations and Training Engineering Services (STES) support Multi-Award Indefinite Delivery, Indefinite Quantity (ID/IQ) contract for the acquisition of advanced development for Science and Technology (S&T). This contract includes vendors that specialize in Medical Modeling and Simulation (MMS) capabilities. The emerging requirements were submitted to six vendors but resulted in only one response from the company that developed TC3 Sim. BRIEF DESCRIPTION: Started from a Broad Agency Announcement (BAA) in 2012, TC3 Sim is a state-of-the-art game developed by the U.S. Army Research Laboratory (ARL) Human Research Engineering Directorate (HRED) Advanced Training and Simulation Division (ATSD) and Engineering & Computer Simulations, Incorporated (ECS, Inc.). TC3 Sim is designed to augment training capabilities taught from the Training Circular (TC) 8-800 guidebook to support combat lifesavers and combat medics. The TC3 Sim allows trainees to practice TC3 procedures in a risk-free virtual gaming environment, and receive feedback through an after action review capability. The training requirement is based on the Medical Simulation Training Center (MSTC) capability production document (CPD) as a virtual training adjunct. Additionally, the requirement was generated by the Army Gaming Requirements Board (AGRB) through the Games for Training (GFT) program. The current stand-alone version of the game has been thoroughly tested for usability and training effectiveness. The game has been validated (JUN 17) and will be accredited by the Army Medical Department (AMEDD) in MAY 18 to complete all exit criteria requirements for TRL 6. The Program Executive Office for Simulation Training and Instrumentation (PEO STRI), through the Joint Program Manager Medical Modeling and Simulation (JPM MMS), intends to temporarily provide access of the stand-alone version to users via web hosting, while a Certificate of Connectivity (CoN) is successfully achieved. As a result of the validation and verification, AMEDD provided JPM MMS with requirements to enhance the game's capabilities and functionality. TC3 Sim source code is owned and developed by ECS, Inc. The software was delivered to PEO STRI with Government purpose rights and no license fees. ACQUISITION APPROACH: The Government intends to award a sole source contract to ECS, Inc. This contract will be issued on a sole source basis in accordance with Federal Acquisition Regulation (FAR) subpart 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Government's position is that ownership of the source code by ECS, Inc. limits options to alter or make product enhancements in a competitive environment. Source codes are normally specific to the designer of a particular software for proper execution of its functions. Utilizing a contractor other than the original developer to reverse engineer the source code will most likely fail to recreate the basic programming code upon which the software was based, resulting in limited or no access to the source code that would enable any updates to the software. Utilizing the original developer would result in avoidable cost increases estimated to be $2.3M or more. Substantial duplication of cost to the Government is not expected to be recovered through competition. ANTICIPATED NAICS CODE: 541511 PERIOD OF PERFORMANCE: 18-24 months after contract award ESTIMATED DOLLAR VALUE : $1.2M RESPONSES REQUESTED : The purpose of this request is to provide notice to Industry. It is provided to verify that no other sources can meet this requirement. All responsible sources may submit a capability statement, proposal, or quotation for the Government's consideration. A determination not to compete this requirement, based upon response to this notice, is solely with the discretion of the Government. No funds are available to pay for preparation of responses to this notification. The Government will use any information received by the closing date of this notice to determine whether other sources are available and capable to satisfy this requirement.
