Page 1 of 2 Notice Type: Special Notice Synopsis: The Southeast Louisiana Veterans Healthcare System (SLVHCS) intends to award a sole-source firm fixed price contract to RJY Group LLC. (DUNS 962029737), 9303 Kirby Street, Suite b, Houston, TX 77054 for the following services: upgrade the Generator PLC Logic and Control System, install control wiring and 15 KV electrical load bank feeder wiring. The authority for this action is FAR 6.302-5, Authorized or Required by Statute PL 109-461. The estimated cost of this contract is $443,000.00. The North American Industry Classification System (NAICS) code is 238210 with a size standard of $15 million for this procurement. The expected award date for this contract is on or about April 6th, 2018. The Contractor shall upgrade the Generator PLC Logic and control system, install control wiring and 15 KV electrical load bank feeder wiring. The current Generator and Electrical distribution system provides electrical power to the entire campus, surveillance monitoring, controlling signaling and multiple reporting functions as it pertains to electrical system. Per VA and NFPA directives and the Joint Commission, hospitals are required to conduct load bank testing if the site cannot test emergency power systems at 30% or above the KW rating for the equipment. The facility has currently been unable to continuously provide load at 30% of the generator units to meet the requirement as the facility is still undergoing activation efforts and building turnover. Because of the current logic that is in place and because load banks were removed from the original construction project for 2400 Canal St. Campus, infrastructure is needed in order for the Medical Center to be able to rent load banks and conduct testing as needed. This notice is not a request for Expressions of Interest (EOI), proposals, or quotations and no solicitation will be issued. The government does not anticipate receiving responses to this notice however contractors who disagree with this action may submit a letter of interest that demonstrates your firm s technical expertise, certifications, and authorization to compete for this acquisition to include a rationale for why you should be considered. Responses shall be received no later than 7 calendar days after the posting of this notice and shall be submitted via e-mail only to Travis A. Sippel, Contracting Officer, travis.sippel@va.gov. No telephone inquiries will be accepted and phone calls will not be returned. Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement (based on the responses received to this notice) is solely within the discretion of the Government.
