- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source Purchase Order with the American Planning Association (APA) and the Georgia Tech Center for Quality Growth and Regional Development (CQGRD), to build upon their research completed under Contract # DTFH6115C00027. The objectives are to advance the findings and address key questions raised from the Phase I of the APA and CQGRD research: •· Examine the current state of the practice of multi-jurisdictional planning to ascertain the most promising interregional issues that can be best addressed by local government and MPOs during the long-range planning process; •· Explore what models for collaboration exist or can be developed to address critical transportation and planning issues; •· Examine how institutional and other barriers to multi-jurisdictional cooperation may be overcome. In the absence of formalized multi-jurisdictional governance, what incentives are there for local governments and regional MPOs to engage in long-range planning at the multi-jurisdictional scale; •· Examine how progress in achieving planning goals and objectives at the multi-jurisdictional scale can be measured and what performance metrics can be applied. APA and CQGRD are the only sources that can provide innovative solutions to advance the multi-jurisdictional planning concept from theory to planning practice by seamlessly building on their foundational research already developed in phase 1. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
