- Description
- The Naval Air Systems Command (NAVAIR) intends to issue an Order under Basic Ordering Agreement, Contract N00019-17-G-0002 with the Bell-Boeing Joint Project Office on an 'other than full and open' competitive basis for the procurement of the effort required for the engineering, management, technical, and acquisition efforts for implementation, and sustainment of the 2019, FRD 9, and FRD 10 Block Fleet Releases for the V-22 avionics and flight controls systems. The effort includes but is not limited to the following: Perform systems engineering technical and management activities to direct and control all efforts required in meeting contract requirements. Provide engineering and technical effort to support analysis and planning of potential configuration changes to post EMD software on V-22 Aircraft. Provide engineering and technical support for flight test planning and coordination of changed avionics and flight control configurations Sustainment of Post developmental software, including but not limited to correction of anomalies/deficiencies/issues and or development of reliability/maintainability (R&M) improvements.Engineering support, analysis and recommendations to prepare software corrections and R&M improvements to be contained in future software updates Modeling, simulation and test environment/tools work required for weapon system and software sustainment. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Bell-Boeing is the sole developer, designer, and manufacturer of the V-22 aircraft. As such, Bell-Boeing is the only responsible source with the necessary access to the technical data and requisite expertise to perform the contemplated effort with the required schedule. Bell-Boeing is the sole source managing database requirements for the V-22.
