- PRE-SOLICITATION NOTICE W912DR-18-R-0003 PENTAGON CORRIDOR 8 PEDESTRIAN ACCESS CONTROL POINT (PACP) ARLINGTON, VIRGINIA This proposed procurement is Full and Open Competition (Unrestricted); NAICS 236220 "Commercial and Institutional Building Construction" with a size standard of $36,500,000.00. Project Description: This project will be to construct a new pedestrian access control point (PACP) prior to entry into the Pentagon at Corridor 8 with precast concrete walls, metal roof, and pier foundation. The scope includes all required security equipment and systems; intrusion detection system, information system (IT/communications); safety and surveillance measures; screening and unauthorized visitor personnel and hazardous materials detection capabilities; systems commissioning; utility services; lighting, heating, ventilation and air conditioning in conformance with current criteria. Built-in equipment includes entry portals for access control. Pedestrian Bridge Structural Enhancements include beam retrofit and modification and pier foundation to accommodate facility load. This project will provide Anti-Terrorism/Force Protection (AT/FP) features and comply with high performance and sustainable building requirements will be included in the design and construction of the project in accordance with federal laws and Executive Orders. Low Impact Development will be included in the design and construction of this project as appropriate. Information systems include basic telephone, computer network, fiber optic, cable television, security and fire alarm systems and infrastructure. Supporting facilities include demolition of the existing temporary pedestrian access control point and guard post all electric, information systems/IT/communication, water, sewer utility services, storm drainage, concrete walkway, ramp, paving, curbs, gutters, exterior lighting, and landscaping. Facilities will be designed to meet or exceed the useful service life specified in DoD Unified Facility Criteria. Facilities will incorporate features that provide the lowest practical life cycle cost solutions satisfying the facility requirements with the goal of maximizing energy efficiency. The magnitude of construction is between $5,000,000.00 and $10,000,000.00. Construction duration is approximately 720 calendar days from Notice to Proceed. Additional information in accordance with the statement of work will be included in the request for proposal (RFP) package. This will be a Two Phase Design-Build contract utilizing the best value tradeoff process. An award will be made to the offeror whose proposal is determined to be the best value to the Government considering the evaluation factors. It is anticipated that Phase 1 will be released on or about April 9, 2018 with proposals due on or about May 18, 2018. Phase 1 of the solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of Federal Business Opportunities (FBO) System. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. Phase 2 of the solicitation will only be available to those offerors selected to advance to Phase 2. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable (236220 listed above) to this acquisition must be in vendor's SAM registration.
